About the position

The Program Manager will oversee and manage complex, multi-disciplinary programs for Fulcrum Consulting in St. Paul, MN. This role involves program planning, stakeholder management, risk management, and vendor management, ensuring that projects align with business goals and are delivered on time and within budget. The Program Manager will utilize Agile, Waterfall, and Hybrid methodologies to guide project execution and foster collaboration among cross-functional teams.

Responsibilities

  • Develop comprehensive program, portfolio, and project plans using Agile, Waterfall and Hybrid methodologies
  • Define scope, goals, deliverables, and timelines
  • Manage testing activities and resources to ensure testing objectives are met
  • Ensure delivery of contractual scope through strong vendor management
  • Coordinate internal resources and third parties/vendors for project execution
  • Utilize departmental tools for program and project management, tracking, and reporting
  • Oversee multiple interrelated projects and manage dependencies
  • Monitor and control program alignment with the approved Program Charter
  • Execute and manage in accordance with the established governance plan
  • Create consistency among program and projects
  • Create Program Roadmap/timeline and manage to meet milestones and objectives
  • Direct and guide program deployment strategies
  • Guide program methodologies and tools consistent with industry standards
  • Communicate regularly across projects
  • Maintain program estimates/budget, issues, risks, assumptions and constraints
  • Escalate decisions and issues to appropriate level
  • Assist Project Managers with Vendor Management
  • Manage stakeholders based on established expectations
  • Determine how program goals and objectives are measured for success

Requirements

  • 10+ years of experience in program management
  • Proven track record of managing large, complex, multi-disciplinary programs
  • Experience leading high-budget, high-stake initiatives
  • Prior experience working with cross-functional teams
  • Strong understanding of Agile, Waterfall, and Hybrid methodologies
  • Experience managing large budgets, including forecasting and cost management
  • Expertise in change management processes
  • Program Management Professional (PgMP) certification
  • Certified Scrum Master (CSM) or Scaled Agile Framework (SAFe) certification
  • ITIL certification or relevant certification in IT service management
