About the position

The Program Manager will provide research support administration services for the Alaka`ina Foundation's government customer in Kaua'i, Hawai'i. This role involves overall contract management, administration, and leadership of the Pacific Missile Range Facility (PMRF) contract, ensuring compliance with regulations and effective coordination with various government entities.

Responsibilities

  • Act as the on-site leader with full authority and responsibility for the contractor.
  • Manage and coordinate all aspects of the PMRF contract.
  • Serve as the central point-of-contact with the Government for contract performance.
  • Be physically present on-site during regular working hours and available within one hour after designated hours.
  • Coordinate contract matters with various Government elements and customers.
  • Address Collective Bargaining Agreement (CBA) issues and participate in Union negotiations.
  • Interface with Government Service Managers and other representatives regarding contract activities.
  • Coordinate with corporate headquarters for operational guidance and support.
  • Attend management functions and meetings with Government representatives and community leaders.
  • Oversee contract and program cost control and budget management.
  • Ensure compliance with state, federal, Navy, and DoD regulations.
  • Manage contract Technical Instructions and ensure successful completion of technical tasks.

Requirements

  • Bachelor's degree in Business Administration, Management, or related discipline from a US accredited institution.
  • Ten years of experience in overall management responsibility for similar projects/programs.
  • Direct experience as a Federal/DoD contract Program Manager in business and financial management, contracts management, and human resources management.
  • Knowledge in quality management, personnel security, logistics, IT management, and facilities management.
  • Effective leadership, communication, and organizational skills.
  • Proficiency in MS Office applications and effective supervisory skills.

Nice-to-haves

  • Experience in customer interfacing and conflict resolution.
  • Ability to prioritize and manage multiple projects simultaneously.
