About the position

The Program Officer for the California Jobs First Fund at the California Community Foundation (CCF) plays a pivotal role in overseeing a state-funded initiative aimed at fostering a transition to a carbon-neutral economy while creating sustainable, high-quality jobs. This position is full-time and exempt, with a starting salary range of $103,000 to $116,600 annually. The role is term-limited through September 30, 2026, and requires in-office work for the first 100 days, after which there is flexibility for remote work on certain days. The Program Officer will report directly to the Senior Program Officer and will be responsible for managing multiple grants and contracts throughout the post-award cycle, from award to closeout. This includes conducting due diligence, analyzing financial information, and maintaining ongoing communications with grantees. The Program Officer will also work closely with CCF's Compliance Department and the Los Angeles Collaborative to provide administrative oversight for grants and contracts associated with the CJF Fund. In addition to portfolio management, the Program Officer will engage in community relations and outreach, representing CCF on various committees and serving as a point of contact for grantees and contractors. The role requires strong project management skills, as the Program Officer will delegate projects to program associates and assistants, ensuring that foundation databases are accurate and effectively utilized. Training and technical assistance will also be a key component of the role, as the Program Officer will help facilitate discussions and create training agendas in collaboration with the Compliance Department. The position demands excellent organizational skills, attention to detail, and the ability to lead and manage projects effectively. The Program Officer will need to demonstrate strong communication skills, both written and oral, and be comfortable interacting with diverse audiences. The role also requires a solid understanding of the Los Angeles County nonprofit community and the ability to work collaboratively with individuals from various backgrounds. Overall, the Program Officer will play a crucial role in advancing the goals of the California Jobs First Fund and supporting the mission of the California Community Foundation.

Responsibilities

  • Oversee the California Jobs First (CJF) Fund on behalf of the California Community Foundation.
  • Conduct due diligence including analysis of financial information, site visits, and interviews with relevant agencies.
  • Produce grant agreements, review progress reports and payment requests, and maintain ongoing communications with grantees.
  • Strengthen grantee organizational capacity to adapt to changes in the nonprofit environment.
  • Prepare and present written and oral analyses, draft issue briefs, and prepare quarterly and year-end portfolio reports.
  • Oversee all consultant and vendor contracts and track compliance with the Compliance department.
  • Represent CCF on the LA Collaborative Steering and Stewardship committees.
  • Provide clarification of CCF priorities and feedback on proposals to grantseekers.
  • Develop communication outreach for grant and contract opportunities in partnership with the Regional Convener and LA Collaborative.
  • Delegate projects to and assist in the supervision of program associates and program assistants.
  • Provide training and technical assistance to potential and existing contractors and grantees.
  • Coordinate work between departments and with external vendors as necessary.

Requirements

  • Bachelor's degree required; Master's level degree in a related field preferred.
  • Minimum of three (3) years of progressively responsible project/program management experience required.
  • Experience in managing consultants and project working teams to achieve results is essential.
  • Experience in community engagement, research, writing, and data management preferred.
  • Prior nonprofit, philanthropic, or public sector experience is a plus.
  • Excellent organizational skills and attention to detail.
  • Ability to lead and manage projects, prioritize work effectively, and adjust to multiple demands.
  • Demonstrated contracting, evaluating, monitoring, and reporting analytical capabilities.
  • Knowledge of the Los Angeles County nonprofit community and experience working with diverse constituencies.
  • Ability to make well-reasoned decisions and work collaboratively with individuals of diverse backgrounds.
  • Excellent writing and oral communication skills.

Nice-to-haves

  • Experience in budgeting, procurement, and grantee monitoring and reporting.
  • Familiarity with public funding streams and understanding of outcome measures and evaluation methodologies.
  • Good meeting management skills and understanding of political processes.
