About the position

The Program Officer for Supplemental PC Programs at Church World Service (CWS) is responsible for delivering high-quality resettlement and integration services for refugee populations through the Preferred Communities Supplemental Programs. This role involves programmatic implementation, compliance monitoring, data collection and analysis, training, technical assistance, and proposal writing. The position requires collaboration with team members and independent work to ensure successful program outcomes, with domestic travel expected.

Responsibilities

  • Maintain up-to-date self-education about resettlement and integration programs and develop specific expertise in the Supplemental PC Programs.
  • Ensure other unit colleagues are informed as appropriate.
  • Regularly review PC, MG and R&P policies, forms, and manuals to stay abreast of changes in program implementation.
  • Review, compile and analyze narrative and data reports submitted by implementing sites for submission to ORR.
  • Develop and provide needs-based technical assistance and training through various formats.
  • Analyze funding guidelines to ensure agency compliance and assist in policy development.
  • Contribute to the development of CWS PC proposals and other related proposals.
  • Review affiliate proposal budgets and written narratives in collaboration with supervisor.
  • Contribute to required PC semi-annual and annual narrative and monthly data reports.
  • Maintain day-to-day contact and provide technical assistance to assigned affiliates on PC program implementation.
  • Utilize established indicators to measure achievement and evaluate outcomes, identifying trends and areas for improvement.
  • Support supervisor with development and curation of tools, resources, and trainings relevant to the CWS network.
  • Provide ongoing training regarding Preferred Communities reporting, compliance, and program management.
  • Conduct monitoring of affiliates for compliance with program requirements as needed.
  • Assist with grant writing, reporting, data collection, and budget reviews for Preferred Communities reports.
  • Regularly review statistical reports to analyze data trends and respond appropriately.
  • Assist with planning and implementation at CWS conferences and training events, and present when requested.
  • Train and guide program monitors to assess compliance and support successful implementation of PC Supplemental programs.
  • Represent CWS at internal and external conferences, meetings, and working groups as requested.
  • Collaborate with the Refugee and Welcome Services team to plan relevant activities and training.
  • Perform other related duties and projects as requested.

Requirements

  • Minimum of 5 years experience in a local resettlement affiliate or a national office of a resettlement agency.
  • Experience with case management for newcomers required.
  • Strong understanding of case management practices required.
  • Knowledge/experience with data collection and management required.
  • Knowledge/experience with monitoring and evaluation techniques preferred.
  • Knowledge/experience with budgets and financial management preferred.
  • Knowledge/experience with federal grants preferred.
  • Excellent project and data management skills.
  • Excellent organizational and time management skills.
  • Ability to maintain a high performance standard with attention to detail.
  • Experience in general office work, processing information and maintaining records.

Nice-to-haves

  • Knowledge and experience in working with Microsoft Word, Excel, Power Point, and database software.
  • Experience with Microsoft SharePoint and Articulate 360 preferred.
  • Ability to speak a primary language from a target population preferred.
