About the position

The Senior Program/Project Manager for the AS effort at ProCleared LLC will oversee and manage various aspects of Intelligence, Surveillance, and Reconnaissance operations. This role requires a deep understanding of GEOINT analysis methods and the Scaled Agile Framework (SAFe). The manager will work closely with government program management offices and other stakeholders to ensure the successful execution of program goals and objectives, providing advisory support and facilitating strategic planning.

Responsibilities

  • Act as the Contractor Senior Program/Project Manager for the AS effort.
  • Provide advisory support to NGA seniors and program managers on the Analytic Services Division.
  • Review, analyze, and provide feedback on Courses of Actions (COA's) to government program managers and contractors.
  • Perform configuration management documentation, reviews, and risk assessments.
  • Support and facilitate strategic migration planning.
  • Translate performance and support capabilities into requirements.
  • Collaborate with multiple contractors, NGA organizations, and external agencies to achieve program goals.
  • Prepare AS documentation including briefings, analyses, and memorandums.
  • Track performance progress and coordinate measures for operational, resource, and financial planning activities.
  • Provide financial management and planning expertise to support Planning, Programming, and Budgeting cycles.
  • Advise and assist AS in budget development and business management activities.
  • Ensure accuracy and completeness of all financial management documentation.
  • Conduct planning, programming, budgeting, and execution for the Division.
  • Analyze multiple project inputs to identify risks and provide recommendations to government program managers.
  • Work closely with DoD and mission partners to define future architectures and assess needs.
  • Ensure approved architecture is defined and captured at the enterprise level.
  • Support planning and budgeting related to architecture and engineering execution.
  • Document and translate mission needs into Enterprise capabilities and architectures.
  • Advise the Program Manager on cost, schedule, risk, and performance issues.
  • Maintain insight into costs associated with contracts and propose corrective actions.
  • Assist with monthly invoice financial management and track program financial status.

Requirements

  • TS/SCI clearance required.
  • BS Degree in a related field.
  • 12+ years of experience with 8 years of specialized experience.
  • Demonstrated experience with NGA, DoD, or other IC Agencies acquisition processes.
  • Experience in program/project management, integration, scheduling, requirements and configuration management, risk management, and Earned Value Management.

Nice-to-haves

  • Master's Degree in a business or engineering related field.
  • Experience in applying systems engineering processes, particularly requirements analysis and implementation planning.
  • Experience managing and supporting Activity Based Intelligence (ABI)/Structure Observation Management (SOM) programs.
  • Experience in project management using the SAFe processes framework.
  • Understanding of multi-INT data fusion and cloud system architecture.
  • Knowledge of analytic modeling, big data analytics, and data visualization.
  • Understanding of geospatial intelligence mission and its contributions to the IC.
