About the position

The Program/Project Manager at Noblis MSD will support the Naval Sea Systems Command (NAVSEA) and the Naval Surface Warfare Center (NSWCPD) in their mission to enable research, development, test and evaluation, acquisition, engineering, systems integration, and fleet engineering. This role involves managing contracts and leading teams for various U.S. Navy engineering projects, ensuring quality execution and business success.

Responsibilities

  • Manage contracts/task orders and lead teams of personnel supporting U.S. Navy engineering projects.
  • Responsible for program/contract/subcontract management, oversight, and execution.
  • Manage and direct the work of teams assigned to the program(s).
  • Responsible for program and contract level profit and loss (P&L) and budgeting.
  • Effectively apply company methodology, policies, and procedures to minimize risk on program(s).
  • Lead program/project reviews to monitor cost, schedule, and technical performance.
  • Serve as a liaison between Noblis MSD and Government TPOCs regarding task progress, deliverables, milestones, and funding.
  • Contribute to efforts developing new business and expanding existing business through client relationship building, identification of technical solutions, and proposal development.
  • Help teams execute career development plans.

Requirements

  • Bachelor's Degree and 8 years of experience (or MS + 6 years of experience).
  • Experience managing U.S. Navy programs, projects, and personnel.
  • At least 1 year of experience leading a team or managing staff.
  • Demonstrated ability to lead and manage mid-size to large teams.
  • Prior management experience.
  • Demonstrated ability to manage project status (cost/schedule).
  • Effective communication skills both written and verbal; ability to interpret and communicate technical requirements.
  • Active Secret security clearance.

Nice-to-haves

  • Project Management Professional (PMP) certification.
  • Familiarity with U.S. Navy Hull, Mechanical, and Electrical (HM&E) systems.
  • Prior experience with proposal development.
