About the position

The Program Specialist position at NASA's Lyndon B. Johnson Space Center involves providing programmatic leadership and expert guidance to the Orion Program Planning and Control (PPC) team. The role focuses on facilitating decision-making through effective communication of best business practices, assessing programmatic information, and ensuring compliance with federal budget processes. Responsibilities

  • Serve as a key advisor to the Orion Program Planning and Control manager and team members.
  • Provide programmatic leadership and communicate best business practices to enable decision making.
  • Assess and advise on a wide spectrum of business topics to the PPC team.
  • Integrate, assess, and summarize complicated programmatic information and processes to facilitate mission success.
  • Analyze the program or project portfolio to identify synergies and address risks, issues, and concerns.
  • Provide guidance on the federal budget process, cost accounting, and NASA Planning, Programming, Budgeting, and Execution procedures.
  • Ensure budgeting decisions comply with federal and NASA guidance and project requirements.
  • Develop, review, and present accurate business reports and information to management.
  • Identify and mitigate risks before they adversely affect cost and schedule.
  • Advise management on major issues and concerns and help implement resolutions and workarounds.
  • Foster a culture of engagement, diversity, inclusiveness, excellence, and innovation.

Requirements

  • Specialized experience equivalent to the GS-13 level in areas such as budget, configuration and data management, cost estimating, and schedules.
  • Experience communicating with leadership and stakeholders to identify requirements, risks, and issues.
  • Support a team in developing, maintaining, monitoring, and implementing NASA or program requirements.
