About the position

The Information Services Support Division of the Alaska Court System (ACS) is accepting applications for a Programmer Analyst 1 (salary range 18). This is a long-term project position with benefits and has an expected duration of at least two years. The selected applicant will design, build, test, deploy, and maintain custom development to support court's reporting and delivery of court data analytics. This position is flexibly-staffed. Progression to the higher level will occur when the incumbent: 1) successfully completes a specified training plan; 2) meets all other specified terms of the flexible staffing agreement; 3) meets the minimum qualifications of the higher level; 4) is certified by the supervisor as capable to perform at the higher level; and 5) is approved by the Human Resources Department. When certified, the position may be reclassified to Programmer Analyst 2, salary range 20 ($3,528.75 bi-weekly).

Responsibilities

  • Design, develop, and maintain caseload statistics for the Alaska Court System Annual, Quarterly, Time-To-Disposition, ad hoc, and managerial reports using Crystal Reports and other data management tools.
  • Configure and maintain automated publication and integration solutions in SAP BI Launchpad.
  • Configure and maintain dashboard designs in Tableau.
  • Meet with end users to determine project and data analytics requirements, and implement solutions that include design, development, and testing.
  • Implement report, system and solution upgrades and fixes.
  • Assist customers with the collection and analysis of reports, dashboards, and data analytics requirements.
  • Prepare reports as directed by management.
  • Work with state and municipal agencies to evaluate appropriate use of the report system in information sharing and exchange.
  • Interpret and account for the court procedures, policies, and business rules in design of reports, dashboards, and data analytics.
  • Provide quality assurance oversight of the statistical information and content of the reports prepared by the IS Department.
  • Monitor and fine tune report and system performance by working with other IS Department staff.
  • Specify, design, and manage the customization of the SAP BI Launchpad and Tableau dashboards to fit the court system environment.
  • Administer and maintain users, accounts, passwords, groups, permission, and folder structure in SAP BI Launchpad and Tableau Server Repository.
  • Participate in all phases of application, database, system design, and modification to meet customer needs using court's development tools for reports, databases, dashboards, workflows, and forms.
  • Work with IS staff to maintain and deliver timely, accurate, and trusted information and design an effective and efficient process to improve data quality and data collection activities.
  • Develop and maintain instructional material, work documentation, and standards on the use of court case management, BI Launchpad reports, dashboards, and in-house application solutions provided to customers.
  • Advise and train other application developers with standard procedures and best practices.
  • Perform research and propose draft language to rule, procedural or policy changes that may be necessary to improve the use and efficiency of the in-house developed products and system solutions.
  • Assist in training and providing helpdesk assistance to users.
  • Attend and/or chairs application development related committee meetings as assigned.
  • Perform other duties as required.

Requirements

  • A bachelor's degree from an accredited college in Computer Science, Management Information Systems, Information Technology, Mathematics, or a closely related field AND one year of computer programming experience in a recognized programming language.
  • An associate's degree in Computer Science, Management Information Systems, Information Technology, Mathematics, or a closely related field AND two years of computer programming experience in a recognized programming language.
  • A Certified Professional (MCP), Adobe Certified Expert (ACE), Crystal Reports Certified Professional (CRCP) qualification or relevant certification AND one year of computer programming experience in form, business application, web application, database, or report development.
  • Three years of computer programming experience in a recognized programming language, one year of which MUST be in form, business application, web application, database, or report development.

Nice-to-haves

  • Design reports using Crystal Reports, Report Designer in Visual Studio, SQL Report Builder, or other equivalent report design tools.
  • Dashboard design for large data sets using data visualization software such as Tableau or Microsoft Power BI.
  • Data literacy skills. Working knowledge of Extract Transform Load (ETL) process, cloud-based data source integration, data catalogs, data sanitization, data transformation, and data integrity controls.
  • SQL programming experience.
  • Programming experience in .Net, Java, Python, as well as one or more scripting languages.
  • Experience with source code revision control systems for managing software development projects.
