About the position

The Project Analyst position at Toeroek Associates focuses on providing advisory and assistance services for the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR) program. This role involves project management and acquisition lifecycle support, ensuring that projects aimed at international threat reduction are effectively managed and aligned with Department of Defense (DoD) acquisition strategies. The position requires collaboration with government counterparts and the ability to manage multiple priorities while delivering quality results.

Responsibilities

  • Function as the Advisory and Assistance Services (A&AS) Project Analyst for DTRA CTR.
  • Implement DoD acquisition strategies to assist and manage international threat reduction projects.
  • Collaborate with client Program Managers and A&AS personnel to meet DTRA CTR priorities.
  • Ensure client deliverables meet quality, cost, and schedule requirements.
  • Engage with government counterparts on project management, financial management, and quality assurance activities.
  • Support acquisition life-cycle management and new country engagements.
  • Manage cost, schedule, and performance parameters throughout the acquisition/contract lifecycle.
  • Prepare deliverables such as Weekly Activity Reports, Program Management Reviews, and Program Budget Management comments.
  • Assist with ad hoc tasks including congressional inquiries and Freedom of Information Act (FOIA) requests.

Requirements

  • DoD SECRET clearance or higher.
  • Master's Degree.
  • At least 10 years of project management, government acquisition, or similar experience.
  • Knowledge of acquisition documentation and processes prior to project award.
  • Ability to work in the office at least 3 days a week, with a potential return to 4 or 5 days in 2025.
  • Excellent communication, critical thinking, and problem-solving skills.
  • Proficiency with Microsoft Office tool suites.
  • Ability to write for senior leaders.
  • Flexibility and adaptability to work in a fast-paced environment.
  • Ability to travel internationally, up to 25% of the time.

Nice-to-haves

  • Project Management Professional (PMP) certification.
  • Experience with Federal Acquisition Regulation (FAR).
  • Track record of building effective relationships with clients and stakeholders.
  • Experience applying project management best practices to oversee multiple projects.
  • Ability to coordinate work across large, diverse teams in a matrixed environment.
