About the position

The Project Commercial Manager at EXP will play a crucial role in overseeing the contracts and procurement strategy for the SR 400 Express Lanes Project in Atlanta, GA. This position involves monitoring contract performance, providing guidance on procurement and contract management, and ensuring compliance with corporate standards. The role requires collaboration with various project functions and the management of financial performance, risk registers, and project reporting.

Responsibilities

  • Develop and implement the overall contracts and procurement strategy for the project.
  • Monitor performance of the project's contracts.
  • Provide ongoing guidance in procurement and contract management to the Project Manager and project team.
  • Participate in project-related meetings and collaborate with Quality, Engineering, construction, project controls, and finance teams.
  • Support the project manager in managing the prime contract.
  • Prepare progress reports on the performance of the contracts and procurement teams.
  • Advise senior project management on various project issues.
  • Guide negotiation strategies and resolution of commercial issues.
  • Represent contracts and procurement function at package and project reviews.
  • Oversee development of contracts and procurement procedures, forms, and templates.
  • Develop, monitor, and maintain project master contracts forms.
  • Implement changes to improve efficiency, accuracy, and quality of contracts and procurement function.
  • Manage performance of contracts and procurement function.
  • Provide oversight for the management of the prime contract and contracts administration procedures.
  • Support financial performance monitoring and communicate potential impacts to project management.
  • Support the Change Management program and quantify impacts to schedule and cost.
  • Contribute to accurate internal project reports and interface with management.
  • Prepare client monthly invoices.
  • Participate in project review audits and workshops.
  • Evaluate project contracts and commercial terms for compliance with project controls processes.
  • Maintain compliance with applicable policies, procedures, and company standards.
  • Develop and monitor Project Risk Registers and analysis for schedule and cost.
  • Identify and mitigate risks related to scope, cost, and schedule.

Requirements

  • Degree in Engineering, Business, Law, Construction Management, or equivalent.
  • 15 years of experience in project procurement and contract management.
  • Preferred experience in management and implementation of similar IQF projects.
  • Preferred experience in management and implementation of DOT Transportation projects.
  • Preferred experience in Audit and Federal requirements of DOT Transportation projects.
  • Demonstrated experience in pricing, contract law, contract drafting, administration, and negotiation of change orders.
  • Thorough knowledge of planning, scheduling, cost control, and quality control functions.
  • Specialized training in business law, finance, and accounting.
  • Experience working with functional service organizations such as purchasing and field procurement operations.
  • Experience in managing workload distribution and personnel management.

Nice-to-haves

  • Experience in similar positions within the construction management field.
  • Familiarity with federal regulations related to transportation projects.
