About the position

Sealing Technologies, a Parsons Company, provides cybersecurity services and cutting-edge technologies to the Federal Government. Sealing Technologies, LLC is seeking a Project Control Manager who possesses managerial experience and demonstrates a strong enthusiasm for collaborating within a team-oriented setting. The ideal candidate will exhibit outstanding communication abilities, analytical skills, and a track record of effective leadership. In this position, you will be responsible for the development, implementation, and maintenance of cost control measures, budgets, and forecasts across several projects. Your technical expertise, along with your understanding of company policies and procedures, will enable you to execute complex tasks both independently and as part of a team.

Responsibilities

  • Ensure new Mission Area opportunities are accurately setup and available for planning entry in a timely manner.
  • Work with Project Management team to establish opportunity structure and type.
  • Work with Project Management team to ensure people and expenses are appropriately mapped to opportunities projects/tasks.
  • Baseline each project that get awarded using bid documentation.
  • Assist in administering Unanet People & Expense Planner.
  • Manage opportunity setups in Unanet and interact with Mission Area Directors to have timely updates.
  • Monitor and communicate the program management spend for the Project Managers and provide them with interpretation of variances from plan, forecast, or baseline targets.
  • Assist the Program Control Manager in the identification of financial risks and developing mitigation plans.
  • Provide effective and accurate communication of key financial metrics through the development of estimates to complete (ETC), estimates at complete (EAC), program management reviews, and other project financial deliverables.
  • Prepare charts, tables, graphs, and diagrams to assist in analyzing problems.
  • Perform a weekly review of project time and costs posted to Unanet with Project Manager to ensure accurate reporting of project activity.
  • Manage the reclassification of incorrectly coded expenses and labor to the correct project.
  • Monitor margins on individual projects and compare to forecast as well as baseline.
  • Interact with PMs on cost and revenue discrepancies.
  • Monitor funding backlog against ceiling.
  • Recommend adjustments, such as redistribution of funds within budget accounts, in response to changes in programs, wrap rate changes, staffing levels, and/or funds available.
  • Accumulate and access historical data, such as burn rate analysis, for use in maintaining a realistic basis for future planning and forecasting.
  • Audits monthly labor, ODC, material, and travel costs against ceiling & funding, ensuring accurate and timely billing.

Requirements

  • Bachelor's degree in accounting, Finance or related field.
  • 4+ years of project control experience; government contracting experience required.
  • Background working with different government contract types such as FFP, T&M, and CPFF.
  • Strong knowledge and understanding of the Federal Acquisition Regulation (FAR).
  • Ability to provide detailed financial reports to project managers, stakeholders, and senior management on project progress, including cost tracking, revenue recognition, and potential risks.
  • Experience coordinating and assisting with audits (both internal and external) and preparing required items in a timely manner.
  • Strong analytical and communication skills that enable complex problems and solutions to be effectively articulated to all levels of the organization.
  • Familiarity with multiple reporting tools including Excel and Unanet.
  • Ability to work in a small team with a highly collaborative manner to meet required deadlines and perform all necessary tasks.
  • "Hands-on" professional with a strong attention to detail and organizational skills.
