About the position

The Project Controls Engineer III at North Wind Group plays a crucial role in assisting project managers by managing project schedules and costs. This position involves developing and maintaining project performance baselines, preparing cost estimates, and conducting forward-looking analyses to ensure project success. The engineer will support project management activities, assist in procurement actions, and provide innovative solutions to cost engineering and scheduling challenges.

Responsibilities

  • Build cost and schedule performance baselines including scope, assumptions, deliverables, and integrated critical path schedule.
  • Develop schedule activities based on the scope of work.
  • Assist the project manager with determining activity sequencing and durations, and identifying milestones to support the project schedule.
  • Establish Earned Value Management System (EVMS) performance standards, controls, and reporting.
  • Perform schedule monitoring, identifying critical activities and updating functions for specific applications.
  • Prepare schedule, staffing, and quantity progress and performance reports for assigned projects.
  • Manage assigned projects and maintain cost and schedule data, projections, and reports during project performance.
  • Support project managers in managing procurement actions including accruals, invoicing, and costing.
  • Develop accurate Estimate at Completion for detailed project completion costs and perform monthly project fee analyses.
  • Prepare project projections for corporate forecasting reports.
  • Seek continuous improvement in project management methodologies.
  • Provide non-routine cost engineering/planning and scheduling guidance to projects.
  • Manage, track, and review change orders, ensuring they are analyzed and factored into EAC/fee profit analysis.
  • Estimate and/or price extra work items and change orders.
  • Formulate effective communications and reporting requirements to define project status and assist with corrective action plans.
  • Determine the schedule of values for projects and interface with accounting on client invoicing.
  • Assist with a 360 Analysis on projects after completion.
  • Support estimating in the development of WBS and schedule.
  • Assist with gathering and compiling data for estimates.

Requirements

  • Bachelor's Degree in management, finance, or a related area.
  • Minimum 7 years of project controls experience on engineering, environmental, and construction projects.
  • Experience in preparing cost estimates to completion utilizing bottoms-up ETC analysis and forecasting using PMI-approved methods.
  • Demonstrated experience in project planning and scheduling, cost control, risk analysis, cost estimating, and EVMS.

Nice-to-haves

  • Ten or more years of experience as a Project Controls Engineer.
  • EcoSys experience preferred.
  • Financial background preferred.
