About the position

The Project Controls Engineer - Estimator is responsible for preparing design and construction cost estimates, ranging from conceptual to detailed estimates. This role involves reviewing project scopes, plans, and blueprints to create a basis of estimate report, while collaborating with project controls staff, procurement teams, consultants, and vendors to ensure accurate financial and budget analysis for various projects.

Responsibilities

  • Analyze project documents, blueprints, and project plans to understand project requirements and prepare detailed cost analysis.
  • Estimate initial program budgets and project allocations based on conceptual project plans for fund allocation and project selection.
  • Provide continuous updates of construction project estimates during the preconstruction phase and estimate costs during scope and design development.
  • Attend pre-bid meetings and site visits to gather information and requirements, while managing bid schedules to meet deadlines.
  • Review bids and proposals from vendors and subcontractors to identify scopes, specifications, materials, equipment, labor costs, and other factors for price negotiations.
  • Analyze cost estimates provided by consultants and contractors, performing detailed quantity takeoffs and summaries.
  • Resolve cost discrepancies by collecting and analyzing project information.
  • Develop and maintain relationships with company vendors and contractors.
  • Present prepared estimates to management and other stakeholders.
  • Support pre-construction activities by scheduling and facilitating hand-off meetings, preparing project budgets, and assisting with job site setup during the procurement process.
  • Ensure adherence to organizational, funding regulations, and partnership standards.
  • Perform other duties as assigned.

Requirements

  • Advanced understanding of project and estimating methods.
  • Proficiency in MS Office, with an emphasis on Excel.
  • Experience in all phases of bid and proposal development.
  • Understanding of CPM scheduling methods.
