About the position

The Project Controls Manager is responsible for leading the Project Controls team in the development and management of the 5-Year Capital Improvement Program (CIP) budget, overseeing project schedules, and ensuring effective tracking and reporting of assets and projects. This role requires significant coordination across various departments to manage project scope, budget, and schedule, while implementing best practices for project controls.

Responsibilities

  • Lead the Project Controls team in the development of the 5-Year Capital Improvement Program (CIP) budget.
  • Monitor and maintain Engineering and Construction project schedules in adherence to annual CIP commitments.
  • Monitor project scope, budget, and schedule throughout the project lifecycle.
  • Ensure projects are funded appropriately.
  • Review project schedules and opinions of probable construction costs (OPCCs).
  • Participate in review workshops, construction progress meetings, and pre-construction meetings as needed.
  • Track and report assets and projects for the Consent Decree and other infrastructure plans.
  • Develop tracking and monitoring tools for project implementation activities.
  • Coordinate with project teams and departments for accurate reporting.
  • Report project progress to group managers, directors, and the vice president.
  • Serve as liaison with finance during the annual budget planning cycle.
  • Implement best practices for project controls and monitor their implementation.
  • Identify trends and opportunities for improvement related to change management.
  • Monitor response times for RFIs, submittals, RFPs, and Change Orders.
  • Ensure timely closure of professional services and construction contracts.
  • Prepare and present relevant topics to leadership and the SAWS Board.
  • Supervise staff, prioritize tasks, and monitor workload.
  • Stay updated on industry trends related to water and wastewater construction.

Requirements

  • Bachelor's Degree in Business Management, Construction Management, Civil or Mechanical Engineering, or related field from an accredited institution.
  • Six years of construction management experience in water, wastewater, and/or reuse water utilities, including three years of supervisory experience.
  • Valid Class 'C' Texas Driver's License.

Nice-to-haves

  • Master's Degree in Engineering, Construction Management, Business or Public Administration or related field from an accredited institution.
  • Certified Public Manager Certification.
