About the position

The New York State Education Department (NYSED) is seeking a Project Coordinator to act as the Lead Technical Architect for the Office of Information Technology Services (ITS). This role is crucial in supporting the OP Modernization Program, which oversees the licensing and regulation of over 50 professional titles. The Project Coordinator will provide strategic leadership, ensure architectural integrity, and manage various IT modernization projects to enhance the efficiency and effectiveness of professional licensing and discipline processes.

Responsibilities

  • Serve as the Lead Technical Architect for all projects within the OP Modernization Program, providing strategic leadership and ensuring architectural integrity across the enterprise.
  • Direct the planning, organization, and execution of enterprise architecture components, ensuring alignment with technical requirements and program objectives.
  • Act as a key member of the NYSED ITS architecture governance team, influencing architecture decisions and driving compliance throughout the organization.
  • Develop, maintain, and continuously improve comprehensive ITS architecture plans and detailed diagrams, ensuring alignment with evolving business needs and technological advancements.
  • Provide hands-on architectural leadership during critical phases such as implementation and mainframe data migration, ensuring best practices are followed.
  • Ensure full compliance with NYSED ITS and Information Security Office policies, embedding security best practices throughout all phases of the project lifecycle.
  • Strategically assess IT workload demands, advise on appropriate staffing levels, and assign personnel to optimize resource utilization.
  • Actively engage in Scrum stand-ups and ceremonies, ensuring alignment between architectural objectives and project deliverables.
  • Contribute to detailed requirements meetings, ensuring technical and business needs are accurately captured and documented.
  • Collaborate with the project Director to develop, review, and manage program budgets, ensuring adherence to ITS financial policies.
  • Assist in the development of procurement strategies and materials, ensuring vendor selection aligns with program goals.
  • Implement advanced quality assurance measures within sprint cycles to ensure testing activities meet defined acceptance criteria.
  • Partner with the Project Director to streamline financial processes, ensuring compliance with all contractual obligations.
  • Coordinate IT activities across multiple teams to ensure effective implementation of system requirements.
  • Provide leadership and guidance to team members in the development and maintenance of IT systems utilizing various technologies.

Requirements

  • Bachelor's degree and six years of experience as an IT project architectural and technical lead, with at least three years related to modernization technical projects.
  • Three years of experience at a supervisory level or one year at a managerial level.
  • Experience in an Agile development environment can substitute for a bachelor's degree.
  • A master's degree can substitute for one year of experience as an IT project architectural and technical lead.

Nice-to-haves

  • Three years of experience leading IT teams in programs and projects with significant IT modernization goals.
  • Experience in developing, executing, and monitoring project plans including scope, schedule, budget, and risk management.
  • Experience in vendor and contract management.
  • Experience in transforming functional and non-functional requirements into enterprise architectural designs.
  • Experience in reviewing and recommending solution architectures and system designs.
  • Experience managing an IT team and IT consultants.
  • Experience implementing Agile development processes in a transition from waterfall practices.
  • Experience with NYS procurement and development of procurement materials.

  • Ability to manage multiple priorities and champion technical change.
