About the position

The County of Volusia is seeking a Project Coordinator for the Coastal Division, responsible for skilled technical work in planning, coordinating, and scheduling various projects and activities across multiple locations throughout Volusia County, Florida. This role requires a candidate with experience in building maintenance, construction, or contract management, as the selected individual will be tasked with communicating and collaborating with contractors and vendors. The Project Coordinator will play a crucial role in ensuring that projects are executed efficiently and effectively, while also maintaining a high level of service to both internal and external customers. In this position, the Project Coordinator will be involved in planning and scheduling the activities of skilled trades workers engaged in maintenance and construction tasks. They will also coordinate special projects and assignments, recommend improvements for buildings and parks, and assist in developing project specifications. The role includes preparing cost estimates for labor and materials, maintaining inventories of tools and equipment, and ensuring compliance with contract specifications. The Project Coordinator will also be responsible for monitoring project progress, managing contractor relationships, and addressing any issues that arise during project execution. The position requires a proactive approach to problem-solving and the ability to work under pressure, especially during emergency situations. The Project Coordinator must be willing to work weekends and holidays as needed, demonstrating flexibility and commitment to the job. This role is essential for maintaining the integrity and functionality of coastal facilities and ensuring that all projects align with the County's standards and regulations.

Responsibilities

  • Plan and schedule activities of skilled trades workers involved in maintenance and construction activities.
  • Coordinate activities of staff for special projects and assignments.
  • Recommend improvements needed to buildings, parks, and maintenance systems.
  • Assist with developing specifications for projects.
  • Prepare work-ups on the cost of labor and materials for each project.
  • Prepare reports on equipment and manpower usage.
  • Maintain inventories of shop and field tools, fuels, lubricants, paint, and coastal assets.
  • Maintain and dispense safety equipment and outdoor clothing.
  • Receive work orders, estimate materials to be used, and price these materials.
  • Order all materials used on projects.
  • Review contracts for needs and services of buildings and coastal facilities.
  • Attend and conduct pre-bid conferences.
  • Monitor and ensure adherence to contract specifications.
  • Maintain records and reports for quarterly evaluation meetings with vendors.
  • Secure related bids from contractors.
  • Meet with sub-contractors and division directors to estimate and plan projects.
  • Oversee contracts such as building maintenance, beach maintenance, concessions, janitorial, pest control, and similar projects.
  • Monitor invoicing and implement contract changes.
  • Mediate with vendors on contract compliance and inspect completed work.
  • Gather information for requisitions and process them into the County's electronic system.
  • Maintain and control inventories in the warehouse, off-sites, and vehicles.
  • Plan and coordinate activities for special projects as assigned.
  • Act as point of contact to receive and procure parts for daily maintenance work.
  • Coordinate property management maintenance issues as needed.
  • Supervise contracted janitorial staff and manage building assignments.
  • Coordinate with Finance on fixed assets and expendable product inventories.
  • Supervise safety and risk management programs relative to the area of assignment.
  • Schedule routine maintenance of vehicles and equipment.
  • Conduct inspections with contractors and complete inspection worksheets.
  • Complete requests for quotes for work not requiring formal bid process.
  • Track job progress according to completion time indicated in the scope of work.
  • Track contractor complaints and make recommendations for resolution to supervisor.
  • Update internal progress spreadsheets.
  • Ensure contractors are licensed and have proper permits for work.
  • Ensure contractors adhere to insurance requirements.
  • Perform minor maintenance to ensure continued operation of critical coastal facilities.
  • Respond to emergency situations and perform other duties as assigned.

Requirements

  • Graduation from high school or Vo-Tech or possession of a GED.
  • Two (2) years of experience in building maintenance or project/contract management.
  • A comparable amount of education, training, or experience may be substituted for the minimum qualifications, including two (2) years of experience in park maintenance, park operation, contract management, or construction management.
  • Must possess and maintain a valid Florida driver's license.
  • Knowledge of the principles, practices, tools, supplies, materials, equipment, and personnel required for building maintenance and construction.
  • Ability to read blueprints to determine amount and type of materials required.
  • Ability to read and understand grants and/or contracts.
  • Ability to plan, direct, and supervise work of skilled and unskilled employees.
  • Ability to submit and maintain accurate records and reports.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively both orally and in writing.
  • Ability to manage multiple priorities.
  • Demonstrated computer skill in area of assignment.
  • Ability to work under stressful conditions.
