The Office of the Assistant Secretary for Preparedness and Response (ASPR) is a vital public health preparedness and emergency response organization within the United States Department of Health and Human Services. Established under the 2006 Pandemic and All Hazards Preparedness Act and reauthorized in 2013, ASPR was created in response to the lessons learned from Hurricane Katrina. Its primary mission is to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary, providing integrated policy coordination and strategic direction on all matters related to public health, medical preparedness, and the federal response to public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, acting as the Secretary's principal advisor on issues related to bioterrorism. The office leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to its policy responsibilities, the ASPR office has operational duties that include advanced research and development of medical countermeasures (MCMs) and coordination of the federal public health and medical response to incidents. The ASPR is the lead official responsible for all federal public health and medical responses to emergencies covered by the National Response Framework and National Disaster Recovery Framework. The professionals recruited through this staffing support services contract will play a crucial role in advancing the ASPR mission of public health preparedness and emergency response. The required professional staffing support services span various program and functional mission areas, including advanced research and development for chemical, biological, radiological, and nuclear threats, emergency preparedness, emergency management, recovery, logistics management, acquisitions, contracts and grants management, public health policy and planning, federal budget and financial management, and operations and administrative management. The project coordinator will specifically support the Office of Biomedical Advanced Research and Development Authority (BARDA) by providing project support and technical expertise as needed.
