About the position

The Alaska Department of Natural Resources (DNR) is seeking a Large Project Coordinator for the Office of Project Management and Permitting (OPMP). This position plays a crucial role in facilitating and coordinating the permitting process for complex natural resource development projects across Alaska. The OPMP is responsible for ensuring that permitting is timely, efficient, and transparent, which is essential for attracting major investments and fostering economic activity within the state. The coordinator will work closely with various stakeholders, including federal, state, and local government agencies, to streamline the regulatory process and enhance intergovernmental coordination. As a Large Project Coordinator, you will engage with multiple levels of government to ensure effective communication and informed regulatory decisions. This role involves leading interdisciplinary teams that evaluate proposed projects, particularly in the areas of hard rock mining, oil and gas development, transportation infrastructure, and renewable energy projects. The position also includes managing annual budgets for assigned projects and overseeing Reimbursable Service Agreements (RSAs) with state regulatory agencies involved in the permitting process. The coordinator will serve as the principal point of contact for regulatory agencies, project applicants, and citizens, organizing and facilitating agency teams to review permit applications and technical documents. You will coordinate site visits, manage established Memorandums of Understanding (MOUs), and facilitate interagency meetings to address regulatory and natural resource management issues. Additionally, you will represent the state during federal environmental reviews and resolve project-related disputes, ensuring that all stakeholders are informed and engaged throughout the permitting process.

Responsibilities

  • Serve as the principal point-of-contact to regulatory agencies, project applicants, and citizens for assigned projects.
  • Organize and facilitate interdisciplinary agency teams that review permit applications and supporting technical documents.
  • Coordinate multi-agency site visits and inspections of permitted projects.
  • Manage established Memorandums of Understanding (MOUs) and annual funding agreements between OPMP and project applicants.
  • Facilitate interagency meetings and discussions related to regulatory and natural resource management issues.
  • Coordinate joint agency public notices.
  • Solicit, develop, collect, consolidate, and submit formal written comments in response to federal and state public notices.
  • Represent the State as a cooperating agency during federal environmental reviews conducted under NEPA.
  • Resolve project-related disputes and elevate unresolved disputes to appropriate agency line officers.
  • Present technical, regulatory, and project-related information publicly to various audiences.

Requirements

  • Experience in project management, particularly in natural resource development or infrastructure projects.
  • Strong understanding of regulatory processes and intergovernmental coordination.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Ability to lead interdisciplinary teams and manage complex projects effectively.
  • Experience in budget development and management of Reimbursable Service Agreements (RSAs).

Nice-to-haves

  • Familiarity with the National Environmental Policy Act (NEPA) and federal environmental review processes.
  • Experience working with state and federal regulatory agencies in Alaska.
