About the position

The Division of Behavioral Health (DBH) is seeking a Business Project Manager for Central Office located in Jefferson City, Missouri. This full-time position will be based at the Roberts Building, 1706 E. Elm Street, Jefferson City, MO 65102. The role is crucial for assisting with system maintenance, the development of new systems, and enhancements to support Division initiatives and improve workload efficiencies. The Business Project Manager will work closely with the DBH Project Manager and will be responsible for managing various IT-related projects within the DBH administration systems unit. In this position, the Business Project Manager will develop assigned projects through requirement gathering and intake processes. They will coordinate with the Information Technology Services Division (ITSD) and the project team on project planning, scope definition, risk analysis, timeline creation, testing, reporting, and implementation. The role also involves assisting the Senior Business Project Manager in prioritizing assigned projects alongside other Division initiatives. The Business Project Manager will be responsible for developing and implementing testing plans for all projects, providing training and support for new and existing systems and processes, and coordinating with other state agencies and stakeholders. Additionally, the Business Project Manager will oversee and supervise the DBH Contract Coordinator, maintain project accountability through regular status updates, and measure performance and outcome analysis. They will also be tasked with developing and maintaining project documentation and managing updates and changes in the maintenance of multiple IT-related systems utilized across the Division, including Customer Information Management, Outcomes & Reporting (CIMOR), and Claims Validation System (CVS). The position requires participation in the development of improved procedures and controls to enhance project outcomes.

Responsibilities

  • Assist in the development and management of DBH IT related projects.
  • Develop assigned projects through requirement gathering and intake processes.
  • Coordinate with ITSD and project team on project planning, scope, risk analysis, timeline creation, testing, reporting and implementation.
  • Assist the Senior Business Project Manager in the prioritization of assigned projects with other Division initiatives.
  • Assist in the development and implementation of testing plans for all projects.
  • Provide training and support for new and existing systems and processes.
  • Coordinate with other state agencies and stakeholders.
  • Oversight and supervision of DBH Contract Coordinator.
  • Maintain project accountability through regular status updates, measures of performance and outcome analysis.
  • Develop and maintain project documentation.
  • Manage updates and changes in maintenance of multiple IT related systems utilized across the Division to include CIMOR and CVS.
  • Participate in the development of improved procedures and controls.

Requirements

  • Bachelor's degree in Business or Management of Information Systems or related field is preferred.
  • 2-5 years of relevant experience.
  • Knowledge of CIMOR (Consumer Information Management, Outcomes and Reporting).
  • Knowledge of CVS (Claims Validation System).
  • Basic working knowledge of SQL Server reporting.
  • Ability to manage multiple projects from intake to implementation and assure timelines are met.
  • Strong critical thinking and problem-solving skills.
  • Excellent organizational skills and attention to detail.
  • Ability to define project goals and objectives.
  • Ability to communicate effectively and professionally with IT professionals, other agencies and stakeholders using multiple delivery methods (email, phone, and face-to-face).
  • Knowledge and experience with project management principles.
  • Experience using a Microsoft Windows Operating System.
  • Experience writing SQL queries against a large-scale database to collect and analyze information related to billing and financial trends.
