About the position

Primoris Industrial & Civil is actively seeking a Project Cost Engineer for our project location in Abilene, TX. This role is crucial in coordinating, overseeing, and leading the estimation processes to ensure cost-effectiveness and alignment with both client expectations and organizational standards. The Project Cost Engineer will work closely with the Project Controls Manager to establish and consistently apply project cost and earned value best practices according to established procedures. Proficiency in Primavera P6 is advantageous, as it will be utilized to track, analyze, and report cost and schedule information effectively. The Project Cost Engineer will assist the project team in resolving issues related to cost, schedule, and changes, providing essential cost information to support the project's Total Installed Cost (TIC) estimate. It is vital to ensure that the required resources and effective processes are in place to execute the project control plans. The role also involves applying effective change management processes to maintain capital discipline and leading the forecasting and reporting of cost and schedule performance throughout the project lifecycle. Additionally, the Project Cost Engineer will support common methods and standard reporting formats for reports, conduct post-project audits to compare actual data against estimated data, and ensure that all cost-related items are properly closed out at the project's conclusion. This position requires a strong understanding of cost engineering principles, including budgeting, forecasting, change management systems, work breakdown structures, earned value systems, and contingency allocation. The project is anticipated to extend until mid-2025, providing a stable and engaging work environment for the right candidate.

Responsibilities

  • Assists the Project Controls Manager in ensuring the establishment and consistent application of project cost and earned value best practices according to PSC established procedures.
  • Assures that the project cost system(s) is functioning as required to provide the project team with accurate and timely data.
  • Tracks, analyzes, & reports cost/schedule information.
  • Assists project team in resolution of issues involving cost, schedule, & changes.
  • Provides cost information in support of the project's Total Installed Cost (TIC) estimate.
  • Ensure required resources and effective processes are in place to execute the project control plans.
  • Apply/follow effective changes management processes to ensure capital discipline.
  • Lead forecasting/reporting of cost/schedule performance throughout project life cycle.
  • Support common methods & standard reporting format for reports.
  • Conduct post project audits to collect actual data versus estimated data for the purpose of making adjustments to estimating assumptions and processes.
  • Ensure that relevant cost management procedures and reporting requirements are incorporated where appropriate on contractor's scope of services.
  • Report project cost to management as well as analyzing cost and schedule variances and recommending corrective actions.
  • Proficiency in cost engineering principles and methods including budgeting and forecasting, change management systems/ procedures, work breakdown structures, earned value systems, contingency allocation.
  • Ensure that at project conclusion, all cost related items are properly closed out.

Requirements

  • Bachelor's degree in Construction Management or Engineering is preferred.
  • Minimum 5 years functional experience in the areas of cost control, scheduling, estimating, construction project controls in the Construction industry.
  • Excellent written and verbal communication skills, demonstrated problem solving and decision-making skills.
  • Proficiency in Primavera P6 is a plus.
  • Ability to work independently with minimal supervision.
  • Knowledge of risk management and analysis.
  • Excellent computer skills, particularly with SAP and Microsoft Excel.

Nice-to-haves

  • Experience in the construction industry related to power generation, oil and gas, chemical, pipeline, utilities, and civil infrastructure.
  • Familiarity with earned value management systems.
