About the position

The Project Data Analyst will serve in the Project Office Mobile Detachment of SUPSHIP Gulf Coast, focusing on the review and analysis of technical and non-technical contract data deliverables. The role involves monitoring contractor performance, ensuring compliance with schedules, and maintaining the status of design, construction, and testing activities. The analyst will also coordinate data deliverables, prepare technical surveillance results, and participate in audits to ensure quality and compliance with contract specifications.

Responsibilities

  • Review and analyze all technical and non-technical contract data deliverables required by the Project Office.
  • Monitor contractor's performance pertaining to schedule in all areas of development of engineering and technical contract deliverables.
  • Maintain an up-to-date status of design, construction, and testing relative to the contractor's Integrated Master Schedules.
  • Monitor status of specific changes such as Engineering Change Proposals (ECPs) and Requests for Variation (RFVs).
  • Review specific Contract Data Requirements List (CDRL) submissions for completeness, accuracy, applicability, and timeliness.
  • Control and report the status of all technical contract data deliverables throughout the life of the contract.
  • Coordinate the review, approval, and disposition of data deliverables.
  • Prepare and maintain technical data surveillance results to assure quality data products are delivered.
  • Notify relevant parties of deficiencies or improvements needed to meet contract requirements.
  • Participate in configuration audits and data calls to ensure compliance with contract specifications.
  • Monitor contractor's performance from contract award to termination to ensure all deliverables are provided as required.

Requirements

  • At least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector.
  • Experience applying analytical and evaluative techniques to identify and correct issues related to shipbuilding or contractor performance activities.
  • Experience monitoring contractor performance in areas such as engineering and technical contract deliverables, construction, and testing schedules.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree in a related field.
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
