About the position

The Project Engineer role at the Indiana Finance Authority (IFA) involves overseeing drinking water and wastewater infrastructure projects throughout the State Revolving Fund (SRF) financing process. This office-based hybrid position requires a knowledgeable civil engineer to guide projects from the initial engineering report through to loan drawdown, ensuring compliance and eligibility for funding. The role is integral to improving public health and environmental outcomes in Indiana communities.

Responsibilities

  • Oversee drinking water and wastewater infrastructure projects through all phases of the SRF financing process.
  • Assist with the review of the preliminary engineering report (PER) required for funding from the SRF program.
  • Guide loan applicants and their consultants through the technical aspects of the PER for approval.
  • Document programmatic compliance and ensure funding eligibility until the loan is fully drawn down.
  • Gather and evaluate project-specific information to support PER review and approval.
  • Work with the SRF Environmental Review Manager to prepare environmental documents.
  • Coordinate with IDEM permits and compliance sections regarding proposed projects.
  • Review and approve professional services and construction contract documents for SRF eligibility.
  • Participate in preconstruction conferences and monitor construction progress.
  • Review and approve contractor pay applications and engineering invoices for SRF eligibility.
  • Conduct in-person and virtual site visits, and prepare inspection reports during construction.

Requirements

  • Professional Engineer's License (PE) in the State of Indiana.
  • Minimum six (6) years engineering work experience.
  • Bachelor's degree from an accredited four-year college with a major in engineering.
  • Technical knowledge in drinking water and wastewater systems or the ability to develop this expertise.
  • Basic understanding of project phases including design, bidding, and construction contract administration.
  • Ability to work independently and in a team environment.
  • Strong organizational skills and attention to detail.
  • Excellent written and verbal communication skills.
