About the position

The Project Engineer will provide program management and engineering support for NIWC PAC and CBH S6 program and project management teams. This role involves various phases of project management including initiation, planning, execution, monitoring, and closeout, ensuring compliance with federal and DoD regulations while managing documentation and stakeholder communication.

Responsibilities

  • Develop and maintain internal working documents, reports, and briefings for management and stakeholders.
  • Identify and analyze applicable requirements from federal and local regulations and DoD policies.
  • Develop and manage operations and planning documentation including program management plans and financial documentation.
  • Provide services for meeting planning and execution, including coordination and documentation.
  • Generate Monthly Status Reports for work products and deliverables.
  • Generate, edit, proof, and distribute program documentation using Microsoft Office Suite and Adobe PDF.
  • Attend peer design review meetings and consolidate input for the design team.
  • Create or modify documents, processes, workflows, and SOPs to meet program requirements.
  • Assist with annual reviews of Program Plans and related materials.
  • Research and provide answers to project Request For Information (RFI) regarding telecommunications.
  • Perform Quality Assurance (QA)/Quality Control (QC) on installations.
  • Coordinate with PMO and NIWC LANT on External Security System installations.
  • Examine and check engineering drawings for compliance with specifications.
  • Conduct site surveys and prepare survey reports with recommendations.
  • Perform market research and make recommendations for product selection.
  • Conduct technical reviews of engineering and installation documentation.
  • Prepare time and cost estimates for specified phases of a program.
  • Coordinate with Facilities personnel for issues affecting facility use and utility connections.

Requirements

  • Must possess a final/active SECRET clearance at the time of award.
  • Three years' experience with US DoD, C4I systems architecture, installation, integration, and testing.
  • Three years' experience with Shore Modernization process stakeholders and organizational relationships.
  • Three years' experience with reviewing and developing technical correspondence, reports, and documents.
  • Three years' experience generating, editing, and distributing technical documentation.
  • Three years' experience creating or modifying documents, processes, and workflows to meet program requirements.
  • One year of experience supporting project management teams.
  • One year of experience with MS Office Products and other software such as Excel, Project, PowerPoint, Adobe Pro.

Nice-to-haves

  • Bachelor's degree in Computer Science, Engineering, IT Systems, or related discipline.
  • PMP certification preferred.
