About the position

The Capital Improvement Project Engineer is a technical role focused on managing the design and construction administration of City Capital Improvement Projects, including streets, stormwater, and parks & facilities. The position involves procuring design services, overseeing contractor performance, and ensuring projects are completed on schedule and within budget while maintaining high quality standards.

Responsibilities

  • Responsible for scope development, cost estimating, scheduling, planning, risk assessment, and contracting of Capital Improvement Program projects.
  • Coordinates the development of the scope of facilities and professional services.
  • Provides preliminary cost estimates for design and construction activities.
  • Monitors construction contractor activities and progress to ensure projects meet quality standards, schedules, and budgets.
  • Prepares or supervises the preparation of interlocal agreements, development agreements, contracts, and other related agreements.
  • Manages the delivery of project design plans in accordance with the Shawnee Design and Construction Manual.
  • Coordinates the review of construction plans, specifications, and documents with other City departments.
  • Understands the principles of land surveying and coordinates the completion and review of land surveys.
  • Coordinates or manages contracts for the acquisition of land ownership or rights necessary for project execution.
  • Provides interdepartmental assistance and expertise for plan review, specifications, and standards interpretation.

Requirements

  • Bachelor's degree in Civil Engineering or related field from an accredited college or university.
  • A minimum of four (4) years experience in design, construction, and project management of public buildings, park facilities, streets and/or storm drainage improvements for mid-level.
  • A minimum of seven (7) years experience in design, construction, and project management of public buildings, park facilities, streets and/or storm drainage improvements for senior-level.
  • Registration as a Professional Engineer in the State of Kansas (or the ability to obtain within 6 months of appointment).
  • Previous municipal experience in Street, Stormwater, or Commercial Construction projects preferred.
