About the position

Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Project Lead and Scrum Master to support KITS and our government customer. This is a Remote opportunity. This position requires the candidate to be able to obtain a Public Trust. The role involves leading a project team focused on Development while assisting the Program Manager across various aspects including Architecture, Engineering, Security, Operations, Development, UI/UX, User Training, and Agile Project Management of the DOS web assets hosted on Cloud Architecture running a Content Management System (WordPress). The Project Lead will motivate a team of 9 and manage the work to ensure customer satisfaction while running Scrum boards and adhering to agile procedures. The essential functions of this role include managing scrum boards, building value streams across multiple web assets to maintain current functionality while modernizing to the evolving digital ecosystem. The Project Lead will build a collaborative team of architects, engineers, developers, quality assurance, training, security, and help desk engineers, ensuring strong customer satisfaction. The position requires the installation of discipline through development methodology and strong processes that are well documented. Stakeholder analysis will be performed to solicit high-level goals from the customer, ensuring success criteria is understood and tracked. Additionally, the Project Lead will be responsible for budget forecasts, tracking revenues, establishing a Jira process, creating Scrum boards in Jira following SAFE methodology, and running project plans and schedules. The role also involves identifying, tracking, and resolving project risks and issues, establishing and monitoring systems and procedures to enhance workflow, and supporting all status reporting and cross-functional activities. The candidate must possess excellent communication skills, proficiency in Microsoft Office, and the ability to work effectively in a team environment as a servant leader. The role requires flexibility, multitasking abilities, and the capacity to work with minimal supervision while maintaining good reasoning and problem-solving skills.

Responsibilities

  • Managing scrum boards and building value stream across multiple web assets to maintain current functionality while modernizing to the evolving digital ecosystem.
  • Building a collaborative and well-supported team of architects, engineers, developers, quality assurance, training, security, and help desk engineers with the goal of strong customer satisfaction.
  • Installing discipline through development methodology and strong processes that are well documented.
  • Performing stakeholder analysis and soliciting the high-level goals of the customer to ensure success criteria is understood and tracked.
  • Building engagement through strong employee performance review cycles using strong goal analysis and constant performance feedback.
  • Performing budget forecasts and tracking to revenues using the tools provided by the accounting office.
  • Establishing a Jira process and creating Scrum boards in Jira following SAFE methodology.
  • Creating ARTS and value streams for scrums across multiple development teams.
  • Running project plans and schedules in areas where agile may not be the most appropriate methodology.
  • Identifying, tracking, and resolving all project risks and issues.
  • Establishing, modifying, implementing, and monitoring systems and procedures to enhance timely and efficient workflow.
  • Supporting all status reporting and coordinating cross-functional activities to include supporting HelpDesk.

Requirements

  • Must be clearable to MRPT (Public Trust)
  • Project Management Training especially related to the Project Management Professional (certification)
  • Agile Training to include Certified Scrum Master from a recognized institution
  • Experience in technical project executions requiring very high-level understanding of Service Management, Cloud Architecture, Cloud O&M and IT Security
  • Experience managing a web site project using a content management system like Drupal or WordPress
  • Proficiency in Microsoft Office Products®, (Microsoft® Project©, Power Point©, Microsoft® Word©, and Microsoft® Excel©)
  • 5 years of specific experience and 7 years of general experience
  • Bachelor's degree in project/Program Management, Business Administration, Engineering, Computer Science or related discipline. Equivalent professional government or commercial program management experience may be substituted in lieu of education
  • Program Management (PMP) Certification required within 6 months of employment
  • Certified Scrum Master preferred
  • ITIL certification preferred
  • Any security training or certification is preferred

Nice-to-haves

  • Experience working closely with a Project Management Office (PMO) to contribute to processes for continuous improvement
  • Support business development process on an as-needed basis for proposal writing/editing
