About the position

The Project Management Office Manager (Program Manager Senior I) will lead the project management office within the Comptroller of Maryland's Information Technology Division. This role is crucial for overseeing major IT transformations, including the implementation of new tax, payroll, and financial management systems, while also managing ongoing IT operational improvements. The position requires a seasoned leader to enhance project management practices and ensure successful project delivery.

Responsibilities

  • Lead the project management office to oversee IT transformations and operational improvements.
  • Manage and mature project management practices within the team.
  • Coordinate major IT projects including a new tax system, payroll system, and financial management system.
  • Ensure projects are completed on schedule and within budget.
  • Negotiate vendor contracts and draft budget proposals.
  • Gain buy-in from executives, stakeholders, and project team members.

Requirements

  • Bachelor's Degree in an appropriate field of study or equivalent work experience.
  • At least 10 years of project management experience, including tracking and planning projects.
  • Current PMP certification can substitute for 2 years of required experience.
  • Additional years of project management experience can substitute for the Bachelor's degree requirement.

Nice-to-haves

  • Experience with MS Project, Wrike, Excel, Visio, PowerPoint, SharePoint, or similar tools.
  • Experience negotiating vendor contracts and drafting budget proposals.
  • Experience successfully leading projects on-schedule and within budget.
  • Experience leading, motivating, and managing project teams, including internal and external resources.
