About the position

The Project Manager (Agile/Applications Development) is responsible for planning, executing, and finalizing IT projects according to strict deadlines and within budget. This role involves acquiring resources and coordinating the efforts of team members and third-party contractors to deliver projects according to the established project plan. The Project Manager will define project objectives and ensure the delivery of quality outcomes. The ideal candidate will have extensive experience leading Applications Development projects that provide significant benefits to the organization, with a strong background in Agile Development, Scrum Master methodologies, and DevOps practices. In this position, the Project Manager will coordinate work done by IT staff and internal customers by defining project requirements and performing feasibility and needs assessments. They will develop detailed project plans and manage all implementation processes, including resource allocation, progress tracking, monitoring change control processes, testing, documentation, training, and ensuring on-time delivery within budget constraints. The role requires effective communication with team members and stakeholders, setting and managing project expectations, and tracking project milestones and deliverables. The Project Manager will also be responsible for estimating resources and participants needed to achieve project goals, drafting budget proposals, and negotiating with department managers for the acquisition of required personnel. They will direct and manage project development from beginning to end, develop full-scale project plans, delegate tasks, identify and resolve issues, and proactively manage changes in project scope. Additionally, the Project Manager will coach and mentor project team members, build relationships vital to project success, and conduct postmortems to identify successful and unsuccessful project elements.

Responsibilities

  • Define the project's objectives and ensure delivery of quality.
  • Coordinate work done by IT staff and internal customers/partners by defining project requirements, performing feasibility and needs/impact assessments.
  • Develop detailed project plans and manage all implementation processes including resource allocation, progress tracking, monitoring change control process, testing, documentation, training, and on-time delivery within budget constraints.
  • Define project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders.
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
  • Liaise with project stakeholders on an ongoing basis.
  • Set and continually manage project expectations with team members and other stakeholders.
  • Plan and schedule project timelines and milestones using appropriate tools.
  • Track project milestones and deliverables.
  • Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
  • Define project success criteria and disseminate them to involved parties throughout project life cycle.
  • Conduct project postmortems and create a recommendations report in order to identify successful and unsuccessful project elements.
  • Develop best practices and tools for project execution and management.
  • Estimate the resources and participants needed to achieve project goals.
  • Draft and submit budget proposals and recommend subsequent budget changes where necessary.
  • Negotiate with other department managers for the acquisition of required personnel from within the company.
  • Determine and assess need for additional staff and/or consultants and make the appropriate recruitments, if necessary, during project cycle.
  • Direct and manage project development from beginning to end.
  • Develop full-scale project plans and associated communications documents.
  • Delegate tasks and responsibilities to appropriate personnel.
  • Identify and resolve issues and conflicts within the project team.
  • Identify and manage project dependencies and critical path.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
  • Coach, mentor, motivate, and supervise project team members and contractors and influence them to take positive action and accountability for their assigned work.
  • Build, develop, and grow any business relationships vital to the success of the project.

Requirements

  • 5+ years experience as a Project Manager, having successfully managed/implemented Applications development/Agile projects.
  • Experience with DevOps and operating as a Scrum Master is HIGHLY DESIRED.
  • Experience managing project plans, schedules, reports and deliverables on-time and within budget.
  • Comprehensive knowledge of concepts, processes, and tools of project management.
  • Well-developed technical skills within project management.
  • Skill in the use of PCs and their associated connectivity and networking; and in assessing the status of IT systems and identifying underlying causes for failures and disruptions in service, and the methods to remediate these issues.
  • Ability to plan and carry out virtually all typical assignments within professional area.
  • Education: Bachelor’s degree in computer science, engineering, or business (equivalent professional experience may be considered for substitution for the required degree on an exception basis).
