About the position

The Project Manager in the Facility Design and Construction Branch is responsible for overseeing project management activities related to the design, procurement, construction closeout, and post-project review phases of the NEXCOM Capital Improvement Program. This role involves coordinating work on assigned projects, preparing scopes of work, managing project schedules and budgets, and ensuring compliance with design standards and specifications.

Responsibilities

  • Develops and reviews designs and estimated costs for construction projects including new buildings and renovations.
  • Assists in selecting architectural and engineering firms for project planning and specifications.
  • Prepares project scopes, written descriptions, and schematic drawings for advertisement and selection of A/E firms.
  • Tracks, forecasts, and controls funding throughout the design and construction cycle of projects.
  • Attends meetings to select qualified A/E firms and participates in technical evaluations.
  • Represents NEXCOM in pre-negotiation and coordination meetings with A/E firms and field activities.
  • Reviews design submittals for adequacy and coordinates with NAVFAC and other commands for design concurrence.
  • Approves drafts of purchase orders and reviews bids for responsiveness and recommendations for contract awards.
  • Monitors construction progress to avoid schedule and budget slippages and coordinates revised completion dates as necessary.
  • Develops prototype designs and technical manuals for Exchange facilities' standards and specifications.
  • Maintains knowledge of AutoCAD and/or REVIT programs for design work.
  • Develops and monitors project schedules using Microsoft Project or similar tools.
  • Travels extensively for on-site problem resolution and field inspections of renovation projects.
  • Attends professional conventions and seminars to stay updated on design and construction techniques.

Requirements

  • Bachelor's degree in architecture accredited by NAAB or a Bachelor's degree in Engineering accredited by ABET.
  • Four years of responsible experience in architectural/engineering aspects of construction/renovation projects.
  • Knowledge of building design, specifications, and cost estimating.
  • Experience in assessing facility conditions and defining customer needs.
  • Ability to produce construction drawings and review work of other disciplines.
  • Experience in tracking, forecasting, and reporting cost and schedule progress.
