About the position

The Project Manager for the West Pacific Electronic Monitoring Program will lead the development, implementation, and maintenance of an electronic monitoring program for the West Pacific commercial pelagic longline fishery. This role is crucial for supporting fisheries management and data collection activities, ensuring compliance with established goals, and overseeing a team of staff involved in the program. The position is based in Honolulu, Hawaii, and requires collaboration with NOAA Fisheries and PSMFC personnel.

Responsibilities

  • Spearhead the development and implementation of the electronic monitoring program.
  • Conduct and supervise video review, including developing protocols and quality control measures.
  • Develop annual work plans, statements of work, and budgets.
  • Establish schedules and ensure resources are in place for each project phase.
  • Implement procedures to ensure data integrity and timely data flow.
  • Write and edit project progress reports and technical documentation.
  • Represent project status in meetings with various stakeholders.
  • Coordinate activities with affected parties to gain support for proposals.
  • Supervise project team members and communicate project objectives.

Requirements

  • At-sea fisheries observer experience, preferably in the West Pacific commercial pelagic longline fishery.
  • Familiarity with visual identification of marine species common in the West Pacific longline fisheries.
  • Proficiency in computing and data entry skills for accurate data management.
  • Knowledge of project management principles, including budgeting and personnel direction.
  • Ability to analyze and evaluate outcomes of unit work efforts.
  • Strong communication skills, both written and oral, with diverse audiences.
  • Ability to select, develop, and supervise team members.

Nice-to-haves

  • Video review experience.
  • Knowledge of data collection and reporting techniques.
  • Familiarity with relational database design and data management procedures.
