About the position

The Project Manager - General Contractor/EPC at City Light & Power, Inc. is responsible for overseeing all aspects of federal government construction projects at Joint Base Lewis-McChord, WA. This role involves managing projects from initial planning through to closeout, ensuring compliance with federal regulations and client directives while maintaining project scope and budget. The Project Manager will collaborate with various stakeholders to develop project plans, budgets, and schedules, and will lead project meetings to ensure effective communication and project progress.

Responsibilities

  • Oversee all aspects of federal government projects from initial planning to project closeout.
  • Work with department managers and project engineers to develop budgets, schedules, and construction service plans.
  • Review design documents for compliance with company standards and scope of work.
  • Generate and distribute reports on project phases and financial performance.
  • Lead project meetings including pre-award, pre-construction, project progress, and final close-out.
  • Develop and maintain effective client relations.
  • Coordinate with Site Superintendent to develop site logistics plans and personnel assignments.
  • Oversee the procurement process, cost control, and change management systems.
  • Perform field inspections to verify quality and accuracy of construction.
  • Set up QA/QC procedures and conduct quality inspections.
  • Collaborate with the EH&S Director to communicate and enforce safety standards.

Requirements

  • Bachelor's degree in civil engineering, construction management, or related field strongly preferred.
  • Project Management Professional (PMP) certification is a plus.
  • Five to ten (5-10) years of experience managing medium to large sized federal projects.
  • Experience with blueprints, specifications, and proposals for time/cost/labor estimates.
  • Ability to manage multi-discipline teams of engineers, technicians, and other project personnel.
  • Proficiency with MS Office and other Microsoft Office products.
  • Excellent analytical, organizational, oral, and written communication skills.
  • Ability to maintain discretion and confidentiality.
