About the position

The Project Manager for the Hazard Mitigation Grant Program is a part-time, limited-term position responsible for coordinating the completion of grant requirements for the FEMA Hazard Mitigation Grant Program awarded to the City of Santee. This role involves collaboration with various city departments and agencies to implement defensible space creation and hazardous fuel reduction projects along the San Diego River Corridor. The position is flexible, requiring 16-20 hours per week, and is scheduled to conclude in December 2025 unless extended by FEMA.

Responsibilities

  • Coordinate the completion of grant requirements for the FEMA Hazard Mitigation Grant Program.
  • Oversee project management including sub-application development and revisions.
  • Develop and issue bid packages.
  • Share public information and conduct homeowner education and outreach.
  • Develop final parcel lists and manage homeowner registration for defensible space activities.
  • Conduct site assessments for defensible space activities and prescription treatments.
  • Obtain right-of-entry (ROE) authorization and document conditions with photos.
  • Identify vegetation and species for removal and develop a debris management plan.
  • Complete Environmental and Historic Preservation documents including CEQA.
  • Submit Phase 1 documents to CalOES for review and approval.
  • Present policies, regulations, and progress to the City Council and public.
  • Obtain necessary permits and develop invoices for financial documentation.

Requirements

  • Bachelor's Degree in Public Administration, Business Administration, Economics, or a related field.
  • Three years of progressively responsible project coordination experience or closely related capacity.
  • Experience in Emergency Management, Disaster Preparedness Coordination, or Community Risk Reduction is highly desirable.
  • Possession of a valid Class C California driver's license.
