About the position

The Project Manager I position at the City of Lakeland is a full-time role responsible for overseeing the city's computer resources and technology development and deployment activities. This role is integral to the project management team, assisting in mentoring both technical and functional project team members. The Project Manager I will guide these team members through industry-adopted best practices in IT project definition, management, and delivery. The position may also involve managing simple to moderately complex technology projects from inception to completion. In this role, the Project Manager I will assist in developing IT business cases, which include return on investment (ROI) analyses, project definitions, objectives, schedules, budget development, resource utilization, project delivery, and risk mitigation techniques. The individual will be responsible for planning, scheduling, managing, and controlling projects that impact the city's computer operations, applications, and processes. Coordination with various technical and functional organizations within the city is essential, as is the development of standards for classifying and documenting changes in the IT environment. The Project Manager I will also be involved in training and mentoring future project management resources, administering department-specific project plans, and reviewing compliance with IT policies and procedures. This includes conducting periodic field visits, analyzing project documents, and holding personal conferences with supervisory personnel. The role promotes industry-standard approaches to IT development and deployment, prioritizes projects, and encourages continuous IT process improvement through standardized industry models and competencies. The position may require alternate working hours to ensure the efficient operation of the department and is designated as Mission Critical by the Department Director.

Responsibilities

  • Assist in developing IT business cases, including ROI, project definitions, objectives, schedules, budget development, resource utilization, project delivery, and risk mitigation techniques.
  • Plan, schedule, manage, and control simple to moderately complex projects affecting the City's computer operations, applications, and processes.
  • Coordinate change schedules with various technical and functional organizations within the City.
  • Develop standards for the classification and documentation of changes in the IT environment.
  • Provide a forum for identifying and resolving conflicting schedules and act as a central repository for cataloging changes.
  • Assist in training and mentoring future potential project management resources.
  • Administer department-specific project plans related to developing and implementing approved technology projects.
  • Review and report on compliance with adopted IT policies, processes, and procedures through field visits and analysis of project documents.
  • Mentor technical and functional project teams based on compliance review results and evaluative techniques.
  • Review and report on the status of projects, the impact of delays on other projects, and the utilization of resources.

Requirements

  • Bachelor's degree from an accredited four-year college or university in Project Management, Business Administration, Accounting, Information Systems, Computer Science, or a related field.
  • One year of experience working with information technology activities.
  • An equivalent combination of education, training, and experience that provides the necessary knowledge, skills, abilities, and other competencies necessary for success in the target position.
  • Must possess a valid driver's license.
  • Must maintain a valid telephone number.

Nice-to-haves

  • Specialized formal education in project management knowledge areas is preferred.
