About the position

The Project Manager II position is responsible for overseeing multiple projects within the Family and Economic Support Technical Services (FESTS) section, specifically supporting child support systems. The role involves project management coordination, guidance, and consultation using various methodologies including waterfall, agile, and hybrid agile. The Project Manager will also handle PMO support tasks, manage action items, track risks, prepare communication plans, and serve as a liaison between business and technical partners. The ideal candidate will have extensive experience in managing large complex systems, particularly in mainframe and web application development.

Responsibilities

  • Manage and coordinate multiple projects using waterfall, agile, and hybrid agile methodologies.
  • Provide direction, guidance, and consultation for project teams.
  • Handle PMO support tasks including managing action items and backlog.
  • Track risks and issues, preparing instructions, meeting agendas, and minutes.
  • Prepare and manage communication plans and status reports.
  • Assist with process improvements and track resource allocation.
  • Serve as a liaison between business and technical partners.
  • Document risks and develop mitigation plans.
  • Identify, track, and ensure resolution of issues and removal of barriers.

Requirements

  • 15 years of experience with the creation of detailed workplans using automated tools.
  • 15 years of excellent oral and written communication skills.
  • 12 years of experience in Technical Writing and Documentation.
  • 8 years of experience in Application Development and Support for CICS/DB2/COBOL/SAS/JCL Mainframe Systems.
  • 15 years of experience with MS Product (Excel, Outlook, Project, Word).
  • 8 years of experience in Financial and Case Management Child Support Enforcement systems development and maintenance.
  • 15 years of experience completing Unit/Development Testing, Systems Testing, and Supporting User Acceptance Testing.
  • 10 years of experience using SQL, SPUFI, Platinum, File Manager, Debugger, QMF Tools or equivalent.
  • 15 years of experience working with business customers to document requirements, analysis, and design deliverables.
  • 10 years of experience using Changeman, CNTL-M, Cherwell, or similar tracking mechanisms.

Nice-to-haves

  • Knowledge and experience with child support system certification (5 years).
  • Experience executing and documenting the Test Deck for IV-D system Certification (2 years).
