About the position

The position involves managing an IT support program with a team of up to 15 personnel. The role requires extensive experience in various IT and communications projects, including research, data management, and cloud migration. The candidate will be responsible for performing gap and trend analysis, determining operational objectives based on business requirements, and evaluating existing systems to provide recommendations for improvements. Additionally, the role includes documenting business rules, constructing use cases, and workflow diagrams as needed. Excellent communication skills are essential, as the candidate will present materials to senior government officials and engage with stakeholders to understand their functional and technical needs. The position also requires experience in project and portfolio management best practices, as well as proficiency in using Enterprise Service Management tools like ServiceNow.

Responsibilities

  • Manage up to 15 personnel on an IT support program
  • Perform gap analysis and trend analysis
  • Determine operational objectives of business requirements
  • Evaluate existing or interfacing systems and provide analysis and recommendations
  • Identify modifications and improvements to enhance efficiencies and performance of existing system features
  • Identify core business needs and document in concepts of operation, briefings, and project schedules
  • Document business rules and construct use cases and workflow diagrams
  • Facilitate working group sessions and engage members to understand and document needs
  • Automate workflows, data management, and reporting using ESM tools
  • Facilitate work sessions, mentor project managers, and conduct training sessions
  • Develop or revise procedures, templates, and documentation based on research and interviews
  • Articulate functional and technical needs to support liaison between stakeholders and engineering teams
  • Assess customer business processes and make recommendations for improvements

Requirements

  • Minimum of eight (8) years of experience in similar services
  • Experience with Research, Data, Cloud Migration, and IT projects
  • Excellent written and verbal communication skills
  • Proficiency in Microsoft Office applications
  • Experience in conducting business and technical analysis
  • Knowledge of organizational development methodologies
  • Experience in project and portfolio management best practices
  • Experience in automating workflows using ServiceNow
