The Research and Technology Implementation Division at the Texas Department of Transportation (TxDOT) is seeking a Project Manager IV to oversee complex research projects that influence technologies, processes, policies, specifications, and materials. This role involves managing projects from their initial concept through to implementation, ensuring that all aspects of the project are monitored, including progress, scope, and schedule. The Project Manager will communicate with various stakeholders, including project monitoring committee members, academic researchers, and TxDOT offices, to ensure successful integration of project deliverables into the department's operations. In this position, the Project Manager will represent TxDOT in interagency groups and technical committees, conducting program analyses and recommending solutions to enhance productivity and efficiency. They will develop contract requirements for research projects, manage project changes, and lead the planning and implementation of projects. The role also includes preparing and presenting reports on project progress, risks, and solutions to executives and at public meetings. The Project Manager will provide direction and support to project teams and serve as a liaison for research projects with other departmental staff and governmental entities. The ideal candidate will have a Bachelor's degree in a related discipline and at least six years of project management experience, particularly in research and development. While not mandatory, certifications such as a Professional Engineer (PE) license, Project Management Professional (PMP), or Six Sigma Black Belt are encouraged. The position requires extensive knowledge of research techniques, project planning, and contract development, along with the ability to manage multiple projects effectively.
