About the position

The Texas Department of Transportation (TxDOT) is seeking a Project Manager IV for the Research and Technology Implementation Division. This role involves advanced project management work, focusing on managing complex research projects that impact technologies, processes, policies, specifications, and materials. The Project Manager will coordinate projects from initial concept through implementation, ensuring that all aspects of the project are monitored, including progress, scope, and schedule. This position requires effective communication with project monitoring committee members, academic researchers, project stakeholders, management, and other relevant parties to ensure successful implementation of project deliverables into TxDOT's business operations. In this role, the Project Manager will represent the Department on interagency groups, technical committees, or special task force groups. They will conduct program or project analyses and develop solutions to increase productivity and efficiency. The Project Manager will also be responsible for developing contract requirements or specifications in support of research projects, implementing and managing project changes, and leading the development, planning, and implementation of projects. Site visits may be required to provide assistance or support for various research project management issues. The Project Manager IV will prepare and present reports defining project progress, risks, problems, and solutions to executives and departmental staff, as well as at public and professional meetings, seminars, and conferences. They will provide direction and support to the project team and guidance to staff in the development of new research projects or programs as necessary. This position is virtually self-supervising, with the employee assuming direct accountability for the work product.

Responsibilities

  • Represent the Department on interagency groups, technical committees, or special task force groups.

  • Develop contract requirements or specifications in support of research projects.
  • Implement and manage project changes and interventions to achieve project goals.
  • Lead the development, planning, and implementation of projects, defining project scope, goals, and deliverables.
  • Perform site visits to provide assistance or support for various research project management issues.
  • Prepare and present reports defining project progress, risks, problems, and solutions to executives and departmental staff.

Requirements

  • Bachelor's Degree in a related discipline.
  • 6 years of project management experience, specifically in research and development.
  • Experience can be satisfied by full-time or prorated part-time equivalent work.
  • Relevant work experience may be substituted for degree on a year-per-year basis or related graduate-level education may be substituted for experience on a year-per-year basis.
  • Extensive knowledge of research techniques and methodologies.
  • Considerable knowledge of contract development and oversight.
