About the position

SAIC is seeking a Project Manager of Database Visualization and Operational Communications who possesses an in-depth understanding of Army operational concepts, Military Decision Making Process, and Army Mobilization Operations. This role is crucial for the development and maintenance of a Mobilization Common Operating Picture (MCOP) in support of the United States First Army Headquarters at Rock Island Arsenal, IL. The Project Manager will be responsible for receiving and implementing guidance from the First Army Chief of Operations to develop concepts that enhance the First Army Common Operating Picture (COP). This includes providing weekly and monthly project updates to the Chief of Operations and serving as the Knowledge Manager (KM) for the G33 Operations Division. The Project Manager will coordinate with system operators and database managers within the Operations Division and supervise developers in the construction of products and analytical tools and displays. They will execute database management for the Operations Division and subordinate sections, which include the Current Operations Branch, Readiness Branch, Mobilization Branch, Force Protection Branch, and First Army Operations Center. The role requires coordination with branch leads for COP design requirements and user input, translating this information to developers to produce functional visualizations, reports, and databases. As the Operations Division lead on Vantage Mobilization COP development, the Project Manager will work with a Palantir Foundry-based web application designed to optimize readiness, training, and logistics efficiency while providing analytic visualization to promote data-driven decision-making across First Army and the mobilization enterprise. They will also serve as the First Army project lead for Global Force Information Management (GFIM) design, user story development, and user acceptance testing, attending multiple weekly and monthly Department of the Army led GFIM Operational Planning Team (OPT) meetings to provide input from First Army on GFIM development. The Project Manager will ensure tasks relating to GFIM directed by Forces Command (FORSCOM) are executed to standard and within deadlines, organizing and leading First Army working groups as required to meet GFIM objectives. Additionally, the Project Manager will produce First Army Operations Orders related to COP development concepts and tasks, particularly with respect to Vantage and GFIM COP development. They will participate in Working Groups and/or OPTs with the Enterprise to enhance collaboration among stakeholders toward shared goals, building relationships and coordinating with adjacent First Army Directorates, Divisions, and branches, as well as Army Mobilization Enterprise Partners including FORSCOM, USARC, ARNG, IMCOM, ASC, NETCOM, ARMEDCOM, and SDDC in the execution of stated duties.

Responsibilities

  • Organize and lead First Army working groups to meet GFIM objectives.
  • Produce First Army Operations Orders related to COP development concepts and tasks.
  • Participate in Working Groups and/or OPTs to enhance collaboration among stakeholders.

Requirements

  • Bachelor's degree and 6 years of relevant experience; 4 years of additional experience in lieu of a degree.
  • Must have the ability to obtain a SECRET Clearance (U.S. Citizenship required).
  • 5+ years of experience leading teams, managing resources, and overseeing day-to-day tasks.
  • 4+ years of operational experience in US Army Brigade or higher senior staff positions (preferably Division or Corps level G3 or G4 Operations Divisions).
  • Demonstrated experience and knowledge of Reserve Component mobilization.
  • Extensive experience with Office 365 applications and Teams collaboration including PowerPoint, Excel, and Word.
  • Experience with other MS applications such as Power Automate, Power BI, and Visio is a plus.
  • Requires understanding of Information Technology (IT) including basic business applications and relational database concepts.
  • Expert knowledge in and ability to manage complex databases.

Nice-to-haves

  • Demonstrated experience with Microsoft SharePoint 2016/2019 including site administration and creating custom content.
  • Familiarity with DOD and DA systems such as MOBCOP suite of applications, Army Synchronization Tool (AST), and Joint Operation Planning and Execution System (JOPES).
  • Working knowledge of Army Vantage platform or willingness to learn.
  • Familiarity with Agile software development methodology.
  • Willingness to learn new skillsets that support COP development.
