About the position

The Virginia Department of Transportation (VDOT) Information Technology Division is seeking a Project Manager to manage and deliver complex IT projects involving multiple teams and work streams, all coordinated to meet an aggressive delivery schedule. The selected candidate will work under the guidance of the program manager and will be responsible for the successful outcome of assigned projects. This role requires a hands-on approach, where the project manager will collaborate closely with development staff and business groups to ensure project objectives are met. The project manager will lead the team through the Commonwealth Standard for Project Management, overseeing all phases of the project lifecycle, including Pre-Select, Initiation, Planning, Execution and Control, and Closeout. Key responsibilities include coordinating and communicating with ITD management and staff to align work tasks and resources, as well as communicating timelines and expectations to both technical and business staff. The project manager will also collaborate with vendors, consultants, and contractors, managing contracts and working with procurement offices to ensure project success. In addition to adhering to VDOT and VITA project management practices and governance requirements, the project manager will maintain project budgets, plans, tasks, schedules, risks, and status updates, disseminating information to team members and customers as outlined in the communications plan. The role also involves ensuring thorough documentation of requirements and use cases, facilitating design workshops, defining test objectives, and designing test plans and cases for the assigned projects. The project manager will be responsible for managing project milestones and deliverables to ensure on-time and on-budget delivery, while also defining, measuring, and clearly communicating progress through metrics. Furthermore, the project manager will support system and application training efforts as needed.

Responsibilities

  • Communicate timelines and expectations to technical and business staff.
  • Collaborate with vendors, consultants, and contractors in project execution, including contract management.
  • Adhere to VDOT and VITA project management practices and governance requirements.
  • Maintain project budget, plans, tasks, schedules, risks, and status updates.
  • Ensure documentation of requirements and use cases, and facilitate design workshops.
  • Define test objectives and design test plans and cases for assigned projects.
  • Manage project milestones and deliverables for on-time and on-budget delivery.
  • Define, measure, and communicate progress with metrics.
  • Support system and application training efforts.

Requirements

  • Minimum of 8 years experience managing large projects.
  • Bachelor's degree required.
  • Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning).
  • Experience managing large, multi-stream projects.
  • Current Project Management Professional (PMP) certification from PMI or PM certification from VITA required.
  • Solid understanding of software development life cycle models, with expert knowledge of both Agile and Waterfall project management principles.

Nice-to-haves

  • Experience in both Agile and Waterfall project management.
  • Agile Scrum Master certification.
