About the position

GovCIO is seeking a Project Manager to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) program within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). This role involves providing operational and technical oversight, strategy, and implementation consulting services to the Product Team. The Project Manager will engage with clients, ensuring the production of quality work products in a dynamic and evolving environment. This is a fully remote position with core hours from Monday to Friday, 8 AM to 5 PM ET.

Responsibilities

  • Create integrated project plans for contract deliverables and new products in development projects.
  • Manage a project team comprised of multidisciplinary staff.
  • Review, manage, and control the status of projects and budgets; manage schedules and prepare status reports.
  • Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Develop mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers.
  • Manage the direction of a project through design, implementation, and testing in accordance with project objectives.
  • Define requirements and plan project lifecycle deployment.
  • Supervise professional and technical support personnel performing in their regular disciplines.
  • Schedule tasks and coordinate with various team members to accomplish results.
  • Manage the integration of vendor tasks and track and review vendor deliverables.
  • Ensure adherence to quality standards and review project deliverables.
  • Conduct project meetings and be responsible for project tracking, analysis, and reporting.
  • Support/Advise VHA initiatives, Biomed, VA Innovations, and OI&T staff to ensure successful implementation of product pilot programs.
  • Support sub-Product Line Program Increment Planning activities by generating mural boards, identifying quarterly milestones, and tracking established project goals.
  • Identify and manage project/schedule risks and issues impacting progress and outcomes.
  • Support monthly reporting requirements for ACOE monthly metrics.
  • Monitor, track, and provide client reports on project schedule, work plan, risks, action items, key decisions, meeting minutes, and budget.

Requirements

  • Bachelor's degree in engineering, Computer Science, Systems, Business or related scientific/technical discipline with 15+ years' experience.
  • 10 years of additional relevant experience may be substituted for education.
  • Strong communication skills (oral and written) to relay concise messaging and reporting to all levels of management.
  • Great interpersonal skills and ability to work independently with minimal guidance/supervision.
  • Strong analytical and investigation skills crafting solutions to challenging problems or issues.
  • Strong experience in developing presentations and slides for communicating technical and non-technical subjects to both small and large audiences.
  • Experience taking vague requirements and requests and delivering robust products, recommendations, and/or solutions.
  • Well-versed in DevSecOps and agile IT development and project management methodologies.
  • Solid experience with Microsoft (including Project) and other collaborative tools including Teams, SharePoint, Jira, etc.
  • Ability to extrapolate and communicate a client's main challenges and pain points and the ability to craft strong solutions and make recommendations.
  • Responsible for on-time completion of all deliverables/work products.
  • Must be able to identify and mitigate risks to the project, and escalate program risks, as necessary.

Nice-to-haves

  • PM-related certifications such as PMP and ITIL preferred.
  • Experience supporting or leading within the Veterans Affairs Office of Information and Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus.
  • Proven VA (or similar government agency) IT development track record highly desired.
  • Experience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure and management practices.
  • Experience with program control, including development of controls used to manage performance, including cost, schedule, and staff management.
  • Ability to proactively communicate and coordinate with various internal and external project stakeholders, depending on needs.
