About the position

The City of Norfolk is seeking a Project Manager-Structural & Waterfront (Civil Engineer II) to oversee and manage various structural and waterfront projects, including bridges, bulkheads, piers, and shoreline improvements. This role involves coordinating design and construction efforts with multiple stakeholders, ensuring projects are completed efficiently and effectively while adhering to budget and schedule constraints. The position is part of the Department of Public Works Design Division, which is responsible for the development and modernization of public infrastructure in Norfolk.

Responsibilities

  • Manage and lead the design process by planning schedules and budgets, implementing approved construction programs, and coordinating design work with other city departments and outside agencies.
  • Prepare construction documents, including drawings and specifications for bidding and construction purposes, and monitor the production of architectural and engineering drawings.
  • Procure services of architectural and engineering firms, negotiate and manage consultant contracts, and review invoices for design services.
  • Oversee construction administration, including inspection of construction activities, review of project schedules, and processing of contract documents and invoices.
  • Provide structural assessments and problem-solving assistance to other Divisions and Departments.
  • Act as the City and/or Departmental representative on assigned projects, advising on best practices and budget estimates.
  • Prepare written documentation of project status and manage project budgets.

Requirements

  • Bachelor's degree in a relevant field (engineering, architecture, or construction).
  • Two years of experience in engineering, architecture, or construction.
  • Engineer in Training Certification required.

Nice-to-haves

  • Over three years' experience in engineering, architecture, or construction.
  • One year of experience in a lead role managing large, complex construction projects.
  • In-depth knowledge of structural engineering and intermediate knowledge in civil or construction fields.
