About the position

The Project Manager at Hill International will oversee and coordinate project activities related to infrastructure improvement projects in Long Beach, California. This role involves managing work packages, ensuring effective communication among stakeholders, and resolving conflicts that arise during project execution. The Project Manager will also be responsible for developing work plans, reviewing agreements, and conducting quality audits of documentation related to utility coordination activities.

Responsibilities

  • Manage and coordinate with the project team and impacted 3rd party facility owners on the delivery of their work packages from inception through completion of conflict resolution.
  • Develop and validate workplans for the 3rd-party's work packages with 3rd-party owners and the Pier B Team.
  • Provide updates to the Pier B Program Utility Program Manager and project stakeholders on the status of the conflict resolution work packages.
  • Review agreements and relevant plans to confirm which agreement governs what pipeline facility, and confirm findings on governance, implications to project goals, and resolution approaches with the project team.
  • Provide oversight and perform quality audit of documentation related to utility coordination activities, including utility agreements, relocation plans, compliance reports, and conflict resolution status.
  • Prepare, negotiate, and facilitate the reviews and concurrences by functional divisions of notification letters, memorandum of understanding, utility agreement, board reports, etc. that are required for conflict resolution.
  • Review and provide substantive comments on real estate transaction agreements, utility agreements, relocation plans, compliance reports, and conflict resolution status.
  • Support the coordination between team members, divisions, and external stakeholders.
  • Conduct research to support program/project decision-making.
  • Prepare program/project documentation.
  • Ensure proper version control and organization of program/project-related documents.

Requirements

  • Civil Engineer (licensed PE desired).
  • Experienced in developing complex infrastructure improvement projects involving multiple jurisdictions.
  • Experience in negotiating complex multi-party agreements (e.g. right of way, cooperative, MOU, utility agreements, licenses, franchise agreements, etc.) are highly desirable.
  • Strong organizational and multitasking skills.
  • Effective communication and interpersonal skills.
  • Proficiency in office software and project management tools.
  • Attention to detail and problem-solving ability.
  • Time management and ability to meet deadlines.
