About the position

This position involves highly responsible professional work in engineering/architectural and project management, overseeing all phases of project development including planning, design, and construction of major capital improvement projects within the City, adhering to established timelines and budget constraints.

Responsibilities

  • Manage design and construction projects through architects, engineers, and contractors.
  • Provide construction contract administration, on-site project support, and inspection by reviewing and approving contractor payment applications, change orders, budget allocations, construction schedules, and compliance with contract plans and specifications.
  • Assist in the selection of consulting architects and engineers for Capital Projects, including reviewing proposals for compliance with contract requirements, funding, staffing, and resource allocation.
  • Direct and assist in the design of projects, including preparation of construction plans, specifications, and contracts.
  • Assist in the public bidding of projects, including conducting pre-bid meetings with potential contractors and architects/engineers.
  • Obtain funding for construction of Capital Projects by preparing applications for grants from various Federal, State, and County agencies.
  • Prepare Commission Memorandums, Resolutions, Ordinances, and other related documents.
  • Create and update a departmental schedule of construction projects.
  • Obtain construction permits from Federal, State, County, and City agencies.
  • Prepare project budgets.
  • Identify sources of funding for appropriation and implementation.
  • Confer with project personnel to provide technical advice and resolve problems.
  • Interact with residents, businesses, and other stakeholders to address project-related issues or complaints.
  • Conduct research of past practices, prepare reports, and provide recommendations.
  • Prepare project status reports for the Director or designee.
  • Perform related work as required.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in architecture, engineering, construction management, or a closely related field.
  • Three (3) years of considerable project management experience in professional architecture, engineering, or construction work, including design, construction, and management of major building construction projects.
  • Experience can substitute for education on a year-for-year basis.
