The Project Manager will be responsible for managing and coordinating Wind Energy Transmission Texas (WETT)'s substation and transmission line projects. This role involves directing and overseeing all activities performed by internal and external resources related to cost estimating, property acquisition, material procurement, permitting, construction, testing, and commissioning. The Project Manager is key to ensuring that all projects are completed on time and within budget, adhering to WETT's design and construction specifications while meeting or exceeding all regulatory requirements. This position will report to the Director of Construction. The Project Manager will manage all WETT transmission and substation projects from initial project conception through energization. This includes preliminary engineering, project bidding, negotiating, awarding, financial forecasting, material procurement, construction, and commissioning. The role also involves leading new project conceptualization efforts, including site selection, layout, design, and configuration of new facilities based on the individual needs and goals of each project. Additionally, the Project Manager will lead the development of detailed cost estimates and schedules for securing project funding, as well as efforts in securing necessary property, easements, permits, and crossing agreements for all new projects. The Project Manager will support WETT's Regulatory department in the successful filing of CCN applications and will be responsible for developing the contracting strategy for engineering, procurement, and construction services to align with the goals and risk profile of the project and the company. This includes developing and issuing comprehensive bid packages that minimize the company's risk and exposure to potential delays and cost overruns. The Project Manager will also review and analyze proposals, provide award recommendations to the executive team, and anticipate and identify problems that may cause project delays or cost overages, developing and implementing action plans to employ corrective actions. Furthermore, the Project Manager will review and provide commentary on all detailed design packages to ensure contractors adhere to WETT's design, material procurement, and construction specifications, as well as review and negotiate change orders. Mentoring internal staff, managing teams, maintaining relationships with contractors and vendors, and staying abreast of market and technological industry advancements are also key responsibilities. The Project Manager will lead the efforts of revising design and construction specifications as necessary, secure all necessary outages, oversee and approve all invoicing related to capital projects, and lead monthly project update meetings. Establishing and managing schedules, costs/resources, budgets, and technical objectives required to meet projected outcomes while assuring compliance with WETT's Health, Safety, Security, and Environmental standards and policies is essential. Occasional travel to West Texas to review project progression is expected, along with leading the transition of projects from the construction group to the operations phase and being responsible for detailed weekly, monthly, and quarterly reporting to various groups within and outside WETT.
