About the position

Work will be performed under the general supervision of Sr. Project Manager in the Office of Capital Improvements. Project Manager will assist in the development of future capital and grant funded projects, and coordinate tasks within larger construction, maintenance, or rehabilitation projects for County facilities. Work requires the use of technical expertise, judgment and discretion. Work involves considerable contact with architects, engineers, contractors, local, State, and federal agencies, internal MEP staff, and key stakeholders in various County departments. May oversee contracts for various third-party service providers (e.g. contracts for testing, surveying, and construction inspections for various County projects). The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.

Responsibilities

  • Manage and inspect large and/or complex OCI capital, operating, local and federally funded projects from conception through completion by facilitating and overseeing space planning, budget estimating, assisting internal customers with determination of project needs, stakeholder coordination, design, permitting, construction, project closeout, and post-construction warranty period to ensure all specifications, codes, and contract terms are met, on time and within budget. Submit reimbursement requests to grant agencies as required.
  • Manage architects, engineers, contractors, external service providers, local, State, and federal agencies, internal MEP staff, and key stakeholders in various County departments. Coordinate work of consulting engineers, other municipal departments, and governmental agencies. Provide ongoing communication to municipalities, the public, and Gaston County Leadership through social media, regularly scheduled project update meetings, weekly and monthly project status reports, and public meetings.
  • Administer Qualifications Based Selection (QBS) process for Architectural, Engineering, On-Call, and other professional services. Prepare Requests for Qualifications, or Requests for Letters of Interest, announce the project, organizing selection committee and scoring process, facilitating pre-submittal meetings, issuing addenda, conducting interviews to qualify firms, checking references, and forming recommendations for selections. Prepare and submit Board Action items, negotiate scopes and fees, and issue Notice of Award and Notice to Proceed.
  • Prepare construction contracts and bid packages, advertise bid opportunities, schedule and facilitate pre-bid meetings, coordinate with design consultant to issue addenda and RFI's. Conduct public bid openings, tabulate bids for certification, review and verify all contract documents for award including COI's, Affidavits, State of NC Minority Business forms. Prepare and submit Board Action items as necessary. Conduct pre-construction conference, and issue Notice to Proceed.
  • Perform plan review of construction documents and specifications prepared by licensed architects and engineers for projects, including but not limited to, building renovations, ADA improvements, building upfits and expansions, greenways, sidewalks, water and sewer utilities, and parking lot improvements to ensure compliance with standards and ordinances. Coordinate and track plan reviews with internal MEP subject experts and other key stakeholders as necessary. Oversee permitting for all projects including, but not limited to, erosion control, FERC, building, and zoning, floodplain and environmental.
  • Facilitate adherence to all reporting and documentation including, but not limited to, data and minority participation through HUBSCO, data compilation and regulatory reports based upon Local, State and Federal grants, Davis Bacon, UG, and FEMA requirements.
  • Identify and research land and buildings in Gaston County for future County projects as identified by Leadership. Communicate with brokers, property owners and regulatory agencies to perform due diligence to determine if the purchase is suitable for the County's needs. Schedule and oversee Phase 1 ESA and Phase 2 LSI environmental studies to determine if soil is suitable for the project. Coordinate with closing attorney for settlement statements and wiring of funds. Oversee right-of-way and easement acquisition on linear projects funded with local, state, and or federal funds, following the Uniform Relocation Act as necessary.

Requirements

  • Graduation from an accredited college or university with an Associate's degree in Architecture, Engineering, Engineering Technology or Construction Management, Bachelor's degree preferred.
  • Three years of facility planning, project management or construction management and considerable experience in project management and contract administration, or equivalent combination of education and experience.
  • Knowledge of municipal operations, engineering design, construction and strong organizational and communication skills; good working knowledge of project delivery methods.
  • Applicants with less than 5 years of applicable experience will start at 25% of the salary range.
