About the position

The Project Monitor II position within the City of Worcester's Department of Economic Development is responsible for overseeing and monitoring Community Development Block Grant (CDBG) projects aimed at supporting low-to-moderate income residents and enhancing neighborhood infrastructure. This role involves tracking project progress, developing grant contracts, and ensuring compliance with local, state, and federal regulations. The position also requires effective communication with various stakeholders and the ability to analyze project data to support the Division's initiatives.

Responsibilities

  • Monitor Community Development Block Grant (CDBG) Public Service and Public Facility Improvement projects in accordance with regulations.
  • Track grant progress and provide regular reports to HUD regarding disbursements and CDBG funded activities.
  • Maintain communication with agencies, organizations, contractors, and vendors about CDBG project statuses and compliance.
  • Complete Environmental Review Records as per HUD regulations.
  • Conduct project labor compliance reports for federally funded projects.
  • Develop grant contracts, deliverables, and measurable outcomes with grant subrecipients.
  • Assist in special initiatives for neighborhood revitalization and improvement efforts.
  • Monitor large, complex projects involving public facilities and City capital improvements.
  • Apply project management principles to ensure timely and compliant project completion.
  • Provide data analysis, reports, and mapping to the Neighborhood Development Division.
  • Assist in preparing annual entitlement funding plans and reports, including the Consolidated Annual Plan and Annual Action Plan.
  • Provide staff assistance to the Community Development Advisory Committee and other City Boards and Commissions.
  • Attend training seminars and meetings to maintain licenses and stay updated on regulations.

Requirements

  • Bachelor's degree in Public Administration, Project Management, Community Development, Urban Planning, or a closely related field.
  • Two years of experience in community development, federal grants management, or project management related to social and human services or facility improvements.
  • Experience with creating, reviewing, and processing project financial and/or data reports.
  • Excellent communication skills.

Nice-to-haves

  • Three years of experience in grant or community development project monitoring.
  • One year of experience with creating, reviewing, and processing project financial and/or data reports.
  • Prior work experience in a municipality or government setting.
