About the position

The Project Procurement Manager at Hatch plays a crucial role in overseeing the procurement processes for large-scale projects from the proposal phase through to project close-out. This position involves collaboration with various departments to ensure effective materials and contracts management, aiming for optimal performance in cost, quality, and schedule adherence. The role requires strong leadership in managing procurement teams and fostering positive client relationships while ensuring compliance with procurement guidelines and ethical practices.

Responsibilities

  • Develop the Procurement section of the Project Execution Plan (PEP) including strategies for Materials Management, Contracts Management, Logistics, Spare Parts, Sourcing, and Vendor Quality Surveillance.
  • Implement all procurement processes and procedures including necessary forms and templates for the project.
  • Develop, implement, and negotiate terms and conditions for materials purchases and services contracts.
  • Oversee the entire project procurement lifecycle from package definition to closeout.
  • Promote positive working relationships with current and future clients.
  • Supervise, train, and assist procurement team members across various disciplines, ensuring a harmonious work environment.
  • Provide inputs for project reporting as required.
  • Ensure integrity of the procurement lifecycle and compliance with relevant procedures.
  • Maintain the procurement filing system (both electronic and hardcopy).
  • Manage procurement and project strategies to achieve optimal outcomes in scope, cost, and time.
  • Interface with clients to achieve objectives and address potential problems proactively.
  • Conduct regular meetings with team members to discuss project status and resolve issues.
  • Act as the primary communication resource for procurement issues within the project.
  • Identify potential problems and implement corrective measures proactively.
  • Provide regular updates and reporting to clients, Project Manager, and Procurement Hub Lead.
  • Plan, control, and monitor procurement activities in line with the project schedule.
  • Ensure functional direction on procurement issues during contract administration and closeout.
  • Perform resource planning including man-hour allocation and management.
  • Ensure effective use of Procurement Management Systems and Document Management Systems.
  • Conduct site visits as necessary to oversee procurement activities and resolve issues.

Requirements

  • Extensive experience in an EPCM project environment with capital projects, specifically in a management role.
  • Experience managing mega project procurement (US$1 billion or more).
  • Training in Contracts/Legal and general project management.
  • Experience drafting commercial terms and conditions with an understanding of legal implications.
  • Proficient negotiation skills.
  • Experience in materials purchasing, contract formation, expediting, logistics, and materials management.
  • Familiarity with various contract types including lump sum, LSTK, BOO, GMAX, unit rate, T&M, and cost plus fixed fee.
  • Strong understanding of procurement processes, materials and contracts management, and corporate governance principles.
  • Knowledge of quality systems, environmental, health and safety regulations, and expediting techniques.
  • Experience in claims and dispute resolution techniques.
  • Prior experience in administering construction/service contracts and major equipment purchase orders.
  • Experience in developing and implementing procurement reporting tools.
  • Ability to manage multiple projects and priorities concurrently.
  • Prior experience in the oil/gas industry.
  • Proficient in Microsoft Office and adaptable to new procurement and contract management systems.
  • Hands-on approach to executing tactical tasks to meet project objectives.

  • Diverse international experience is an asset.
  • Modularization experience is highly regarded.
