About the position

The Project/Program Management SIU Manager at CareFirst BlueCross BlueShield is responsible for managing one or more small to medium-sized programs or task orders, ensuring successful performance in line with agreements. This role involves overseeing program budgets, schedules, and operating procedures, while also managing client interactions. The manager will lead and mentor direct reports, assist in program expansion, and support new business development through proposal leadership. The position requires strong communication skills and the ability to identify and leverage corporate capabilities to expand business opportunities.

Responsibilities

  • Manage one or more small to medium-sized programs/task orders for successful performance consistent with agreements.
  • Develop and manage the program budget, schedule, and operating procedures.
  • Lead and mentor direct reports working on task orders under a program-level vehicle.
  • Assist in program expansion through leadership of proposals for existing work and new tasks/projects.
  • Manage customer interactions and expectations, ensuring open communication.
  • Oversee the initiating and planning of program/project activities.
  • Control scope, budget, schedule, quality, and risk in accordance with contract requirements.
  • Provide significant support for proposal/pricing development for new business.
  • Attend to staffing needs, including interviewing and conflict resolution.
  • Act as a technical lead on tasks, conducting quality assurance on major deliverables.

Requirements

  • Bachelor's Degree or 4 additional years of relevant work experience in lieu of a degree.
  • 5 years of experience as a project manager or team lead with budget management responsibilities.
  • 1 year of supervisory experience or demonstrated progressive leadership experience.
  • Proficient in Microsoft Office applications and project planning.
  • Ability to train and mentor others.

Nice-to-haves

  • Certified Project Management Professional (PMP) - PMI preferred.
  • Certified Project Manager (IAPM) preferred.
