About the position

Engineering and technical support to Naval Information Warfare Center (NIWC) Atlantic for the USCG Integrated Product Team (IPT). This support primarily includes the engineering, integration, and technical services required to outfit Coast Guard cutters with C5I systems. Additionally, support includes integration and technical support for standalone shipboard systems. Scope of work includes program, engineering, technical, drafting, training, logistics, procurement, intelligence and operations support services for designated C5I systems onboard National Security Cutter (NSC), Polar Security Cutter (PSC), Offshore Patrol Cutter (OPC), Fast Response Cutter (FRC), Medium Endurance Cutters (WMEC), and other afloat, mobile and shore platforms.

Responsibilities

  • Oversee the full execution of the contract, managing all aspects including scope, budget, timelines, and deliverables, while ensuring alignment with project goals and client requirements
  • Serve as the primary technical liaison to the government, effectively communicating complex technical concepts and solutions, ensuring clarity and alignment between contractor services and client needs
  • Provide leadership in managing the overall program, ensuring tasks are executed efficiently, on time, and within budget, while maintaining high standards of quality across multiple concurrent projects
  • Responsible for financial oversight, including budgeting, forecasting, and financial reporting, ensuring that all financial goals are met and resources are allocated optimally to support project success
  • Develop, review, and validate detailed technical and financial reports to ensure accuracy, compliance, and alignment with project objectives
  • Identify and resolve project risks and technical issues, leveraging expertise and collaboration to ensure project continuity and success
  • Oversee and coordinate multidisciplinary teams, ensuring effective collaboration between engineering, logistics, procurement, and operations personnel
  • Foster strong client relationships, ensuring government clients' needs are understood and addressed, consistently delivering timely solutions
  • Ensure compliance with Federal Acquisition Regulation (FAR), Department of Defense (DoD) procurement policies, and Coast Guard standards, while proactively managing risks and ensuring adherence to compliance measures
  • Provide mentorship and leadership to junior team members, guiding their professional development and ensuring high performance across tasks

Requirements

  • Top Secret/SCI Clearance required
  • Bachelor's degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business
  • Project Management Professional (PMP) Certification
  • Fifteen (15) years of technical experience in support of program/projects, to include: Equipment Support, System Support, and Programmatic Support
  • Eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning
  • Five (5) years as manager of technical Navy or Coast Guard C4ISR programs
