About the position

The Property Assessment Specialist position at the County of Moore involves performing intermediate clerical work related to real and personal property taxes. This role encompasses a variety of essential functions, including keying and filing appraisal fieldwork for new constructions, splits, appeals, and revaluations. The specialist will be responsible for obtaining and processing permit information from the county and municipalities to ensure that parcels are accurately coded for visits. Additionally, the position requires printing parcel Field Review Cards for appraisal staff visits, assisting taxpayers with inquiries, and gathering, maintaining, and preparing information necessary for appeal visits. The specialist will manage the scheduling and appointment notifications for appeals to the Board of Equalization and Review, monitor the status of these appeals, and prepare appeals books for submission to the Board and the NC Property Tax Commission. Other responsibilities include assisting in the preparation of the Schedule of Values, providing support to the appraisal section during revaluation processes, and managing a building photo file to ensure accurate assignment of photos to the correct parcels. The role also involves conducting the North Carolina Department of Revenue Sales Ratio Study and assisting with various edits to ensure data accuracy. The work is performed under the regular supervision of the Tax Division Leader and may include other related tasks as required.

Responsibilities

Requirements

  • High School Diploma or equivalent and three years of progressively responsible secretarial or clerical/administrative/office management experience.
  • Associate degree in Secretarial Science, Business Administration, or related field and one year of progressively responsible experience.
  • Bachelor's degree in Business Administration, Public Administration, or related field preferred.
  • Some knowledge of standard office methods and procedures, business English, spelling, and arithmetic.
  • Ability to operate standard office and data entry equipment.
  • Some knowledge of tax recording, policies, and procedures.
  • Ability to make decisions in conformance with applicable laws and policies.
  • Ability to establish and maintain effective working relationships with associates and the general public.
