About the position

Property Management manages a broad range of programs and provides statewide guidance on facilities and other logistics support for state agencies and local government; and provides accountability for the program areas of facilities and asset management, energy and engineering and architectural services. The selected incumbent will perform property management level of service within the Asset Management Program. The primary focus is providing excellent customer service, facilitating and coordinating daily tenant requests, and building operational (maintenance and repair needs) to assigned property portfolios. This position directly impacts the Department of Enterprise Services (DES) mission to providing tenants in the DES-owned and managed facilities throughout the state with safe, well-maintained, functional buildings and grounds while protecting, preserving, and providing wise stewardship of these valuable state resources. This is achieved through policy and financial management, leasing, capital improvement and tenant customer service.

Responsibilities

  • Provides a primary focus to build a positive work relationship with tenants
  • Manages annual operating budget for assigned facilities
  • Develops and manages major and minor capital budgets for assigned facilities
  • Prepares and negotiates lease documents or use agreements for all tenants to include financial payments, services levels, and other terms
  • Manages contracts and contract performance, as assigned

Requirements

  • Bachelor's degree in Business or Public Administration, Engineering, Architecture, Planning or a closely related field
  • A minimum of three (3) years of experience in governmental facilities planning work
  • Customer Service: Ability to build and sustain tenant and customer service relationships
  • Problem Solving: Ability to resolve tenant issues and conflict
  • Financial Review and Budgeting: Understanding and ability to develop budgets consistent with department plans, including operating and capital budgets
  • Regular oversight and management of asset budgets, revenue, and expenditure levels
  • Real estate practices and laws in commercial property management and lease administration
  • Contracting and management principles
  • Document preparation for leasing, property management, contracts, and financing
  • Construction project communication, coordination, and oversight
  • Attends scheduled construction meetings and takes meeting minutes as required
  • Accountability: Accept personal responsibility for the quality and timeliness of work
  • Can be relied upon to achieve excellent results with little need for oversight
  • Model successful behavior though high-performance work ethic and constant self-improvement
  • Safety: Understand and follow agency safety policies and other standards established to maintain a safe work environment
  • Carefully organize the personal workspace to minimize the likelihood of an accident or other unsafe incidents
  • Report injuries, accidents, or hazards to your supervisor immediately
  • AutoCAD software experience preferred
  • Must be willing to have a background check performed prior to employment
  • Must have a valid driver's license free from serious traffic violations

  • Private industry standards and practices (must be commercial property management)
  • Finance: Understanding and knowledge of operational and capital budget development
  • Collaboration: Work in close team relationship with building managers, project managers, financial and planning staff to provide comprehensive management of assigned facilities
  • Understanding of the requirements for working with and preserving public and historic state-owned lands, buildings, and other resources
  • Commercial property management experience, including but not limited to, budget development and preparation, customer services (specifically, tenant relations), and some leasing experience or knowledge
